Book excerpt: Henry Duncan was a man of many parts: parish minister, savings bank founder, political lobbyist, anti-slavery campaigner, educator, geologist, poet, author. He restored the Ruthwell Cross, a medieval monument of international importance. He also played a major role in the Disruption of the Church of Scotland in 1843 – the most significant social event in nineteenth-century Scotland. But his lasting legacy is as founder of the worldwide savings bank movement. He first opened a parish bank in Ruthwell, Dumfriesshire, in 1810, to encourage the 'industrious poor' to save for times of hardship. It was run by local voluntary trustees, and the idea spread to become the basis of trustee savings banks across the world. Duncan was a product of the Enlightenment and his Christian faith. While these were often uneasy bedfellows, he found ways to reconcile them by addressing the economic and social problems of his parishioners as well as their spiritual needs. A man of vision and compassion, Duncan believed fundamentally in the dignity of ordinary working people. From its beginnings in a small cottage on the shores of the Solway, his community savings bank went on to influence and inspire generations all over the world.

In all the cities and towns throughout the country checks upon credits in banks and bills of exchange have largely taken the place of bank notes. Not a fiftieth part of the business of the large cities is transacted by the actual use of money, and what is true in regard to the business of the chief cities is measurably true in regard to that of towns and villages throughout the country. Everywhere bank credits and bills of exchange perform the office of currency to a much greater extent than 111 former years. Except in dealings with the government, for retail trade, for the pay ment of labor and taxes, for travelling expenses, the purchase of products at first hand, and for the bankers' reserve, money is hardly a necessity. The increased use of bank checks and bills of exchange counterbalances the increased demand for money resulting from the curtailment of mercantile credits. - Report of the Secretary of the Treasury on the State of the Finances for the Year 1867. Available in PDF, EPUB and Kindle. Book excerpt: .Putting Money in Its Place In this book, Dr Laide Odusote explores the relationship between the New testament minister and money. He shows that although money is important and necessary for life and ministry, it should not be in control of a person who has been called of God into the work of the ministry. Money should be put in proper perspectives if one will fulfil his ministry in a way that pleases the Father. Dr Odusote also discusses the personal finances of a minister of God. He shares practical insights that will help ministers to properly and honourably solve money problems, while also being channels of financial blessings to those under their spiritual care. This book is not another reinforcement of traditional ideas. Instead, it encourages the reader to challenge the status quo and become a better steward of their God-given resources.

Available in PDF, EPUB and Kindle. Book excerpt: No one, from the person in the pew to the person in the pulpit, is immune to financial hardship. Personal finance and money management decisions affect more than individual lives they impact relationships among people and, in the case of ministers, professional ministry. To develop and maintain credibility, it is important for ministers to establish a positive financial testimony before God and before their congregation. In Managing Money in the Ministry, author Christopher Stocklin Doctor of Ministry and author of Cash, Credit, and Control and Financial Transformation guides current and prospective ministers through an enlightening, personal, biblical approach to adopting healthy spending practices, eliminating debt, minimizing expenses, and maximizing income. God is not concerned with how much money a minister has, but He does care what is done with that money. Using biblical lessons and personal experiences, Dr. Stocklin focuses on helping ministers implement a personal strategy to track expenses, develop future financial planning, establish a cash cushion, practice biblical stewardship, and institute spendable income parameters. Ignoring a financial plan can lead to financial wandering akin to the nation of Israel in the Old Testament, thus revealing a lack of direction, aim, and purpose. Ministers cannot afford to separate their personal journey with God from their financial decisions. By creating direction and goals in personal finances, ministers can experience financial freedom and truly exalt the Lord Jesus Christ.

Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Available in PDF, EPUB and Kindle. Book excerpt: A farmer’s son from rural Nova Scotia, J. L. Ilsley (1894–1967) is an almost forgotten figure who played a key role in government during the Second World War, even though he was despised by Prime Minister William Lyon Mackenzie King. Ilsley was spectacularly successful in cajoling and compelling Canadians to pay for the war. He became a highly regarded national figure. He gradually established his claim to succeed William Lyon Mackenzie King as Prime Minister when the time came. Ultimately, in his devious way, King thwarted Ilsley’s ambition. Ilsley abandoned politics to take up the post of chief justice in Nova Scotia for 17 years. His place in Canadian political history has been undermined by family members who destroyed his personal papers. Historian and biographer Barry Cahill has pieced together the story of Ilsley’s career for the first time. He used the personal papers of other Ottawa figures of the times, previously secret cabinet records, and glimpses of the man as seen by others in his circle – including, of course, Mackenzie King in his voluminous diaries.

Available in PDF, EPUB and Kindle. Book excerpt: " Public money is perhaps the quintessential currency of influence for politicians and public servants inside government. It shapes how they undertake the nations business and it impacts on the standards of living in the country. The Politics of Public Money examines the extent to which the influence of players in the budgetary process is shifting from a bilateral relationship between departmental spenders and central guardians to a more complex multilateral relationship involving spenders and central guardians, as well as priority setters and financial watchdogs. David Good analyzes this shift of influence in terms of a broader societal change from an old village, conditioned by old norms of behaviour, to a new town that brings with it new ideas about how much public money should be spent, where it should be spent, and how it should be managed. To better understand the changing situation, Good develops a new framework for analyzing the politics and management of public money. This framework is used to explore the interactions among budget players and, perhaps the most central of all, the relationship between Prime Minister and Minister of Finance. As an analysis of the changing budgetary process and an examination of the promises and pitfalls of budgetary reform, The Politics of Public Money sheds new light on the role of insiders in influencing our governments spending.
