Each of the five Nordic countries has national goals for becoming carbon neutral before or by mid-century. In the Helsinki Declaration the Nordics committed themselves to assess the scenarios for how the different Nordic countries can achieve their respective carbon neutrality goals, including implications for various sectors. The implementation of the Critical Raw Materials Act (CRMA) of EU aims to reduce this vulnerability by establishing a framework to ensure the Union's access to a secure and sustainable supply of critical raw materials. One important measure highlighted by this regulation is to increase CRM recycling. This report describes potential measures and instruments that may be relevant for Nordic countries and territories as tools for hitting the CRM recycling targets that CRMA introduces.

Book excerpt: This book focuses on the connections between mining activities, knowledge politics and the valuation of landscape in selected case sites in Russia, Greenland and Norway, whilst considering the interrelated aspects of industrialized, natural resource based development and environmental concerns in the Arctic. The case studies in these three different countries reveals that there are indeed multiple ‘Arctics’ – not least concerning the way extractive industries are received and perceived – and that national legislation, public awareness and economic alternatives are amongst the variables that influence to what extent environmental ramifications of mining are accepted. Through analysis of political discourses, legal documents, grey literature, discussions in local and national media and empirical material from in-site fieldwork, the authors seek to understand how debates about mining reveal more general conflicts and concerns about how to define sustainability. By green stimulus we mean measures that can achieve economic stimulus while also reducing greenhouse gas emissions and enhancing environmental and natural resource quality.All Nordic countries have implemented comprehensive covid-19 stimulus packages, amounting to between 2000 euro per capita in Finland to 4400 euro per capita in Denmark. We identified that at least 6-21 percent of the measures suit the definition as green stimulus in terms of decreasing greenhouse gas emissions. A lower share, at least 2-13 percent, contribute to increase greenhouse gas emissions. The picture is almost the same for the environment. The remaining measures are either assessed as not having any significant impact on emissions or the environment.

Natural Capital Accounting (NCA) can be the tool that fills the gap separating current economic and environmental indicators. Development of NCA has progressed considerably and is being widely deployed in the Nordic countries, but development and deployment remain uneven. This report provides background on NCA and its associated accounting frameworks, demonstrates the applicability of NCA for sustainably utilizing freshwater resources in the Nordic Arctic and provides recommendations for maximizing the value of environmental accounting as an economic, environmental, and sustainable development tool.
