In light of this consideration, Kevin D. Stringer's new work proposes how the U.S. military can best be restructured to conduct military operations other than war (as they are known in doctrinal terms).. Such reform is central to meeting the demands of homeland defense and smaller-scale contingencies, including nation-building and stability operations. Foreign military formations present models for peace operations, irregular warfare, and other missions, as well as counterterrorism, law enforcement, and border control. The models considered — drawn from tactical units in Britain, Denmark, Germany, Israel, Norway, Rhodesia, Russia, and Switzerland — are selected as best practice examples for transforming the U.S. Armed Forces for future missions both at home and abroad. The author describes the categories of military operations other than war in the context of force structure requirements for homeland defense and irregular warfare. Each chapter aligns foreign tactical organizations with these military operations to identify appropriate formations to enhance the U.S. Army. This issue of future organizational structure is crucial to the debate over the Quadrennial Defense Review, the Pentagon report to Congress on emerging threats, and the future role of the National Guard. Changes in existing force structure will have significant implications for the conduct of stabilization operations in Iraq and Afghanistan as well as responses by the active and Reserve components to domestic emergencies.

The biennial Total Army Analysis is the Army's process for determining the forces needed to execute this strategy. This process involves first determining the number and type of forces needed, comparing this requirement with the Army's present force structure, and finally reallocating forces to minimize the risks associated with any identified shortfalls. The analysis focuses on the Army's future needs. For example, Total Army Analysis 2007, which was completed in fiscal year 2000, projects requirements for fiscal year 2007 and identifies any shortfalls that would exist if authorized personnel levels remain the same. Previous versions of the analysis focused on determining the forces needed for the two-war scenario. However, the current version, Total Army Analysis 2007, is more comprehensive because it assesses, for the first time, all the military forces, civilian personnel, and contractors needed to meet all of the Army's requirements - not just those military units that would actually deploy to the war efforts.2 In addition to determining the war-fighting units, Total Army Analysis 2007 determines the forces committed to small-scale contingency operations by treaty; those forces needed as Strategic Reserves or for Homeland Defense and Domestic Support; and all U.S.-based and overseas-based military and civilian personnel required to organize, train, equip, and maintain Army forces. (These latter forces are referred to as Base Generating Forces and Base Engagement Forces, respectively, and as "institutional forces" collectively.) After determining these requirements, Army officials then reallocate currently authorized personnel to fill these requirements in ways that they believe will minimize war-fighting risks.

From asymmetrical warfare to economic meltdown, the environments are increasingly unstable, dynamic and complex, yet many U.S. homeland security organizations are designed around a 19th century model created for the Industrial Age. Information Age challenges demand new ideas for organizational design. Traditional mechanistic and hierarchical bureaucracies must be re-examined. This thesis explores case studies that include an intelligence organization fighting bioterrorism and a military unit battling insurgents in asymmetrical warfare. Case study research was selected to examine "how" and "why" questions related to organic organizational design in dynamic and complex environments. Organic designs provide a better fit because they leveraged three critical capabilities for these environments: communication dissemination, sense-making, and timely conversion of information to action. This fit is accomplished through elements, such as decentralized decision authority, emergent leadership, low specialization, low formalization, use of liaisons, and a reliance on performance controls, which in turn, contribute to decentralized allocation of decision rights, unconstrained patterns of interaction, and broad distribution of information. Organizations of the future will benefit from the insights that emerged from this research
