The end of the Cold War symbolized a transition point between such systems. Historically, the nature of a new order as well as the transitional point between orders is fraught with uncertainty. Nonetheless, instruments of national power such as the military must respond to the changing system to remain effective. The post-Cold War era has been characterized by an increased use of the military for operations short of war to include humanitarian operations, peacekeeping, sanction enforcement, etc. Although these missions are not new to the Armed Forces, military doctrine has only begun to address the unique challenges involved in executing operations short of war. Joint Publication 3- 07, Joint Doctrine for Military Operations Other Than War (MOOTW), lists six fundamental principles for MOOTW. This research applies the concepts embodied in the principles of MOOTW with three MOOTW models; the Range of Military Operations Model developed by the U.S. Army, the Crises and Lesser Conflicts Model developed by Rand researchers Carl H. Builder and Theodore W. Karasik, and the MOOTW Characteristics Model developed by RAND researchers Jennifer M. Taw and John E. Peters.

In the conduct of humanitarian or nation-assistance missions, be they free-standing or part of bigger operations, the military will usually encounter-and often support-civilians. They may be representatives from various U.S. government departments and offices, United Nations (UN) agencies' representatives, and/or personnel from nongovernmental organizations (NGOs) who have established their own aid operations. This growing nexus of civilian and military efforts requires increased coordination to maximize each player's contribution and to avoid both redundancies and contradictory efforts. While all the services will contribute to humanitarian and nation-assistance missions, the Army brings unique scope, capacity, and resources to these missions and thus will bear more of the responsibility for interacting with civilian agencies and organizations. This research focused on identifying how the interagency process-at the policy, operational, and field levels can both complicate and enhance U.S. Army forces contributions to military operations other than war (MOOTW).

Book excerpt: Today's global security environment of uncertainty and chaos due to ethnic strife and declining global resources will require greater emphasis for U.S. military forces at the other than war end of the conflict scale when dealing with the full range of military operations. With the current U.S. dominance in conventional military power, any potential future adversary will likely look for an unconventional or asymmetric means of engaging us. This will require the joint force commander (JFC) to fully understand the operating environment for Military Operations Other Than War (MOOTW). The synchronization of conventional and SOF, although crucial to the success of any military operation discussed in joint doctrine, is the most critical aspect of MOOTW. When the JFC first begins planning he must first understand how his military means are going to achieve his operational objectives. In order to accomplish this demanding task, he has to fully understand how best to integrate the full range of military options available and how to synchronize his conventional and SOF for mission accomplishment. The JFC has several doctrinal keys to successfully employ operational art in a MOOTW environment. Most important are the strategic estimate and the facets of operational art especially synergy, simultaneity and centers of gravity. Of the six MOOTW principles, the most important to the JFC are unity of effort, restraint, perseverance, and legitimacy. The JFC by constant awareness of the MOOTW principles and applying the facets of operational art most important to MOOTW will best synchronize his forces. This will ensure that the JFC really understands what the mission is and tailors the force to achieve the military and political objectives in the shortest time with the fewest casualties.

Book excerpt: Post-Cold War political pressures are likely to increase the demand for the U.S. military in general and the U.S. Army in particular to conduct operations other than war (OOTW). This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. Although Operation Uphold Democracy was a successful operation there were some problems experienced with the CMOC and interagency planning. Pre-operation coordination between the military, humanitarian organizations, and other government agencies has to be accomplished. The research will be based on documents and interviews generated by the operation. Introduction The United States has been involved in Haiti's internal affairs on and off for a number of years. In 1915, the United States began an occupation of Haiti that lasted for nineteen years. The occupation began with good intentions but expanded into an operation that the U.S. military was ill-equipped to perform. The way the operation was conducted left a lot to be desired and the U.S. learned a great deal from it. This occupation and others have influenced how we do Military Operation Other Than War (MOOTW) today. The occupation will be discussed briefly as part of this research paper. Operation Uphold Democracy was determined to be a successful operation. This paper will explore whether the Civil Military Operations Center (CMOC) contributed to that success by looking at the principles of MOOTW. The operations conducted in Somalia, Rwanda, and Haiti have continued the development and evolution of the CMOC. The lessons learned, during these operations, will help in further refining the concept of the CMOC.
