Book Synopsis New Weapons, Old Politics by : Thomas L. McNaugher
Download or read book New Weapons, Old Politics written by Thomas L. McNaugher and published by Brookings Institution Press. This book was released on 2011-10-01 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: Americans spend more than $100 billion a year to buy weapons, but no one likes the process that brings these weapons into existence. The problem, McNaugher shows, is that the technical needs of engineers and military planners clash sharply with the political demands of Congress. McNaugher examines weapons procurement since World War II and shows how repeated efforts to improve weapons acquisition have instead increased the harmful intrusion of political pressures into that technical development and procurement process. Today's weapons are more complicated than their predecessors. So are the nation's military forces. The design of new systems and their integration into the force structure demand more care, time, and flexibility. Yet time and flexibility are precisely what political pressures remove from the acquisitions process. In a series of case studies and conceptual discussions, McNaugher tackles concerns at the heart of the debate about acquisition—the slow and heavily bureaucratic approach to development, the preference for ultimate weapons over well-organized and trained forces, and the counterproductive incentives facing the nation's defense firms. He calls for changes that run against the current fashion—less centralization or procurement, less haste in developing new weapons, and greater use of competition as a means of removing the development process from political oversight. Above all, McNaugher shows how the United States tries to buy research and development on the cheap, and how costly this has been. The nation can improve its acquisition process, he concludes, only when it recognizes the need to pay for the full exploration of new technology.

Download or read book The Kill Chain written by Christian Brose and published by Hachette Books. This book was released on 2020-04-21 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: From a former senior advisor to Senator John McCain comes an urgent wake-up call about how new technologies are threatening America's military might. For generations of Americans, our country has been the world's dominant military power. How the US military fights, and the systems and weapons that it fights with, have been uncontested. That old reality, however, is rapidly deteriorating. America's traditional sources of power are eroding amid the emergence of new technologies and the growing military threat posed by rivals such as China. America is at grave risk of losing a future war. As Christian Brose reveals in this urgent wake-up call, the future will be defined by artificial intelligence, autonomous systems, and other emerging technologies that are revolutionizing global industries and are now poised to overturn the model of American defense. This fascinating, if disturbing, book confronts the existential risks on the horizon, charting a way for America's military to adapt and succeed with new thinking as well as new technology. America must build a battle network of systems that enables people to rapidly understand threats, make decisions, and take military actions, the process known as "the kill chain." Examining threats from China, Russia, and elsewhere, The Kill Chain offers hope and, ultimately, insights on how America can apply advanced technologies to prevent war, deter aggression, and maintain peace.

Download or read book History of Acquisition in the Department of Defense, Volume 1, Rearming for the Cold War, 1945-1960 written by Elliott V. Converse and published by Office of the Secretary, Historical Offi. This book was released on 2012-06-12 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is a history of the acquisition of major weapon systems by the United States armed forces from 1945 to 1960, the decade and a half that spanned the Truman and Eisenhower administrations following World War II. These instruments of warfare—aircraft, armored vehicles, artillery, guided missiles, naval vessels, and supporting electronic systems—when combined with nuclear warheads, gave the postwar American military unprecedented deterrent and striking power.1 They were also enormously expensive. The volume is organized chronologically, with individual chapters addressing the roles of OSD, the Army, Navy, and Air Force in two distinct periods. The first, roughly coinciding with President Truman’s tenure, covers the years from the end of World War II through the end of the Korean War in 1953. The second spans the two terms of the Eisenhower presidency from 1953 through early 1961. The year 1953 marked a natural breakpoint between the two periods. The Korean War had ended. President Eisenhower and his defense team began implementing the “New Look,” a policy and strategy based on nuclear weapons, which they believed would provide security and make it possible to reduce military spending. The New Look’s stress on nuclear weapons, along with the deployment of the first operational guided missiles and the rapid advances subsequently made in nuclear and missile technology, profoundly influenced acquisition in the services throughout the 1950s and the remainder of the century. As used in this study, the term “acquisition” encompasses the activities by which the United States obtains weapons and other equipment. In surveying the history of acquisition between 1945 and 1960, this study discusses or refers in passing to many of the hundreds of weapon system programs initiated by the services in that period, but it is not a weapons encyclopedia. Instead, it investigates a few major programs in depth in the belief that such detailed examination best reveals the evolution of acquisition policies, organizations, and processes, and the various forces influencing weapons programs.
