L'étude se centre sur le flux de migrants centraméricains à destination des États-Unis. Ce flux transite par un système de frontières formé d'une zone tampon sur l'ensemble du territoire mexicain et d'une frange érigée en rempart high-tech à la frontière sud des États-Unis. Dans cet immense espace, la frontière a créé des marges par où les migrants tentent la contourner en traversant par une économie souterraine structurée autour de l'abus aux migrants clandestins en transit. L'analyse du système migratoire d'un village des hautes terres du Guatemala montre comment le flux persiste malgré la frontière par l'action en réseau de migrants. La comparaison entre une trentaine d'expériences d'hommes et de femmes en mobilité clandestine sur la route de transit révèle que la frontière s'abat sur les acteurs dans des modalités spécifiques selon leur genre et leurs ressources sociales, économiques et de mobilité. Les migrants éprouvent la frontière comme un espace d'adversité auquel ils doivent s'adapter en permanence en l'assumant intégralement afin de pouvoir continuer leur voyage vers le lieu qu'ils imaginent au nord. Ce travail, fondé sur des enquêtes de terrain réalisées entre 2005 et 2012 dans des lieux d'origine, de transit et de destination disséminés dans l'espace migratoire, cherche à illustrer comment un flux migratoire et ses acteurs réagissent à un système frontalier contemporain

Ces migrants, qui proviennent majoritairement d'Amérique Centrale, soit du Guatemala, du Honduras, et d'El Salvador, se retrouvent alors en migration de transit, c'est-à-dire en chemin, quelque part entre leur pays d'origine et leur destination finale. En transit sur le territoire mexicain, les migrants irréguliers centraméricains rencontrent plusieurs dangers et doivent surmonter plusieurs épreuves. De nombreux auteurs ont fait état des différentes formes de violence et d'exploitation dont ils sont victimes. La violation de leurs droits humains est fréquente, révélant ainsi une grave crise humanitaire. Par une méthodologie qualitative, inductive et exploratoire, cette étude vise à documenter l'expérience de la migration de transit des Centraméricains au Mexique et à répertorier leurs différents besoins (besoins ressentis, exprimés et normatifs). Des entretiens semi-dirigés ont été réalisés auprès de douze participants (N=12), soit quatre participants migrants honduriens et huit participants informateurs-clés. De façon générale, la migration de transit est vécue de manière très pénible ; plusieurs difficultés notables ont été identifiées par les participants à l'étude. À l'inverse, peu d'éléments facilitateurs ont été relevés. Conséquemment, les migrants centraméricains ressentent et expriment de nombreux besoins. Par ailleurs, plusieurs ressources d'aide humanitaire, actions gouvernementales, politiques sociales en matière d'aide aux migrants et aux réfugiés, ainsi que plusieurs changements macro-sociaux manquent pour que soient assurés la sécurité, le bien-être et la dignité des migrants en transit au Mexique. Quelques recommandations générales sont proposées en conclusion afin de favoriser la satisfaction des besoins des migrants centraméricains, de diminuer leur vulnérabilité et d'éliminer les difficultés qu'ils rencontrent pendant leur transit au Mexique.

The militarization of borders subjugates the very position of women in these marginalized areas and often subjects them to further victimization, which is facilitated by patriarchal socio-cultural practice. Channelling Mobilities refines this picture by looking at a wide variety of mobile people passing through the region of the Suez Canal, a global shortcut opened in 1869. As an empirical contribution to global history, the book asks how the passage between Europe and Asia and Africa was perceived, staged and controlled from the opening of the Canal to the First World War, arguing that this period was neither an era of unhampered acceleration, nor one of hardening borders and increasing controls. Cet ouvrage, qui retranscrit l’événement, donne à voir les mutations en cours de la frontière entre le Mexique et les États-Unis, et révèle les changements observés dans les zones de la frontière nord. Les changements historiques, comme l’ouverture des frontières en 1965, la création des maquiladoras – usines d’assemblages pour les entreprises étrangères –, l’entrée du Mexique dans le Gatt en 1986, et surtout la signature en 1992 de l’accord de libre-échange nord-américain (États-Unis, Canada, Mexique), ont engendré des modifications importantes sur le fonctionnement frontalier. L’ouvrage est donc séparé en trois parties distinctes. Tout d’abord les mutations économiques avec de nouveaux modes de production, ensuite l’analyse des changements sociodémographiques, et enfin les mutations territoriales avec des approches géographique, économique et sociopolitique. Book excerpt: As the 21st century began, Algeria, Morocco, and North Sudan launched some much-publicised “reconciliation” policies, or, in the case of North Sudan, “pacification” policies. Algeria, following its Clemency policy (1995) and Civil Concord Law (1999), held a referendum in 2005 and subsequently implemented the measures of its Charter for Peace and National Reconciliation. This charter is Algeria’s latest policy aimed at settling the accounts of a murderous decade (1990s) between the state and armed Islamic groups. In Morocco, an arbitration committee was set up in 1999, followed by the Equity and Reconciliation Commission in 2004, to turn the page on the “Years of Lead”—a period during the rule of King Hassan II during which state crimes such as torture, imprisonment, and murder were committed. Finally, in Sudan (North Sudan since 2011), peace negotiations were held in 1989 and a peace process has been ongoing since 2005, with an aim to resolve violent conflicts and war crimes that are shaking Darfur and North Kordofan. At the centre of all these reconciliation and pacification mechanisms lies a practice that has been scarcely studied: (monetary) compensation for the crimes committed. Shedding light on this under-studied topic from the North African field, this volume investigates: What meanings can compensation have when it is aimed at repairing crimes? Is it necessary, sufficient, or admissible? How can it be implemented and accepted by the victims themselves and by society? These questions about compensation lead the reader through discussions on the nature of crime, punishment, reparation, reconciliation, and the way these concepts were and are now understood in these three North African countries.
