En la primera década del siglo XXI esta migración aumentó en todo el mundo sin que se hayan producido procesos de reconocimiento político o social. La migración laboral en Europa, obra de Fabiola Pardo -del Área de Conflicto y Dinámica Social del Centro de Investigación en Dinámica Social (CIDS), Facultad de Ciencias Sociales y Humanas- examina y evidencia el rol de los trabajadores migrantes en el desarrollo de las economías y de los mercados laborales en la Unión Europea, con un acercamiento al caso de los latinoamericanos en España. Sobre la base de investigaciones en este campo, se realiza un análisis histórico, teórico y político de la migración laboral y se destacan tanto las coyunturas que la determinan como las políticas que han estructurado su incorporación en las dinámicas laborales de los países receptores. Con este soporte teórico y el trabajo de campo en España, se analiza la integración de los trabajadores latinoamericanos en el mercado laboral yen la sociedad, a partir de los diferentes momentos de llegada, su composición, las políticas en curso y los efectos de la crisis económica del año 2008 en las condiciones sociales, laborales y de movilidad transnacional de los migrantes.

Book excerpt: Migration and Decent Work: Challenges for the Global South takes a journey through nine countries in the global South—from Mexico to India to Argentina to Turkey—to explore the relationship between migration and work from a human rights perspective. Labor insertion is one of the most effective forms of integration because it allows migrants and refugees to enjoy more dignified living conditions, to contribute to the development of host communities, and to build relationships with the local population. But ensuring the right to work is a challenge for countries in the global South that have weak or developing economies and problems with job creation, which can force many people—not just migrants—to engage in precarious work and put themselves at risk of labor exploitation. Under these circumstances, advocating for migrants’ and refugees’ right to work is more urgent than ever. The recognition of decent work as a human right means that states may not pursue economic growth at the expense of the exploitation of migrants and refugees, but instead must seek to ensure opportunities and prosperity for all. In this regard, it is critical to foster discussions, such as the ones featured in this book, that facilitate the sharing of experiences and lessons learned on the labor conditions of migrants and refugees. The authors of the nine chapters in Migration and Decent Work are activists, academics, and members of civil society who have worked on the issue of migration from different angles and who address the challenge of migrants’ labor inclusion from an interdisciplinary and rights-based perspective. Their contributions offer an overview of migrants’ and refugees’ right to work in a range of countries in the global South based on an analysis of local contexts, public policies, and the everyday realities faced by these workers. In addition to offering local and global recommendations for ensuring the right to decent work for migrants and refugees, this book seeks to strengthen the human rights movement through collaboration and the sharing of experiences. Ante estas circunstancias, abogar por la garantía del derecho al trabajo de las personas migrantes y refugiadas es más urgente que nunca. El reconocimiento del trabajo decente como un derecho humano, impone unas condiciones claras para el crecimiento económico global que no puede construirse a costa de la explotación de las personas migrantes y refugiadas, sino que deben promover oportunidades y prosperidad para todos. De ahí la importancia de promover discusiones, como las que propone este libro, que permitan conocer experiencias y lecciones aprendidas sobre las condiciones laborales de las personas migrantes y refugiadas. Las y los autores de los nueve artículos publicados en este libro son activistas, académicos, y miembros de organizaciones de la sociedad civil que han trabajado en el tema de migración desde distintos ángulos y que abordan el reto de la inclusión laboral y la garantía de un trabajo decente desde una mirada interdisciplinar. Sus contribuciones ofrecen un panorama general del derecho fundamental al trabajo de las personas migrantes y refugiadas en países del Sur Global, a partir de un análisis del contexto de sus países, las políticas públicas, y las realidades que enfrentan estos trabajadores y trabajadoras en el día a día. Relying on statistical data and ethnographic information, the authors analyze four different dimensions of the immigrant integration process (economic, social, cultural, and political) and show that there is no single path for its achievement, but instead an array of strategies that yield different results. However, their analysis also shows that immigrants' successful integration essentially depends upon their legal status and long residence in the region. The book shows that, despite this finding, immigrants nevertheless decide to settle in Los Angeles, the place where they have made their homes.
