This volume presents a series of proposals that involve theoretical approaches, models, and applications related to the process of sociolinguistic integration in contact situations arising from migration. The volume includes studies of general interest which present models and theoretical foundations for the analysis of this process of integration, as well as others which focus on other more specific aspects, such as how migration influences the construction of individual identity, emotional and affective factors in the preservation of the heritage language, and the processes of interlingual convergence that take place in situations of migratory contact. It examines the relationship between integration and the legal frameworks of admission, stay and access to nationality by third country nationals at national and European levels. Integration is being subject to multifaceted processes transforming its traditional policy and legal settings, as well as its classical theoretical premises and approaches. The Europeanisation of immigration policy has provoked the emergence of distinctive European approaches on integration. The legal elements of integration are being developed through two parallel settings: the EU Framework on Integration and European immigration law. These venues constitute two of the main pillars upon which the common EU immigration policy is being constructed, and their nexus raises several elements in need of reflection and study. This book examines the processes through which integration becomes a norm in nationality and immigration law and policy at the national and EU levels, and the implications of these processes for the legal status of third country nationals and the overall coherency of the common EU immigration policy.

Book excerpt: Recent acts of terrorism in Britain and Europe and the events of 9/11 in the United States have greatly influenced immigration, security, and integration policies in these countries. Yet many of the current practices surrounding these issues were developed decades ago, and are ill-suited to the dynamics of today's global economies and immigration patterns. At the core of much policy debate is the inherent paradox whereby immigrant populations are frequently perceived as posing a potential security threat yet bolster economies by providing an inexpensive workforce. Strict attention to border controls and immigration quotas has diverted focus away from perhaps the most significant dilemma: the integration of existing immigrant groups. Often restricted in their civil and political rights and targets of xenophobia, racial profiling, and discrimination, immigrants are unable or unwilling to integrate into the population. These factors breed distrust, disenfranchisement, and hatred-factors that potentially engender radicalization and can even threaten internal security.The contributors compare policies on these issues at three relational levels: between individual EU nations and the U.S., between the EU and U.S., and among EU nations. What emerges is a timely and critical examination of the variations and contradictions in policy at each level of interaction and how different agencies and different nations often work in opposition to each other with self-defeating results. While the contributors differ on courses of action, they offer fresh perspectives, some examining significant case studies and laying the groundwork for future debate on these crucial issues.

Spain, in particular, has been transformed from an immigrant-exporting country to one receiving hundreds of thousands of new immigrants. Today, almost 13 percent of the countryÕs population is foreign-born. Spanish Legacies, written by internationally known experts on immigration, explores how the children of immigrantsÑthe second generationÑare coping with the challenges of adaptation to Spanish society, comparing their experiences with those of their peers in the United States. Using a rich data set based on both survey and ethnographic material, Spanish Legacies describes the experiences of growing up by the large population of second-generation youths in Spain and the principal outcomes of the processÑfrom national self-identification and experiences of discrimination to educational attainment and labor-market entry. The study is based on a sample of almost 7,000 second-generation students who were interviewed in Madrid and Barcelona in 2008 and then followed and re-interviewed four years later. A survey of immigrant parents, a replacement sample for lost respondents in the second survey, and a survey of native-parentage students complement this rich data set. Outcomes of the adaptation process in Spain are systematically presented in five chapters, introduced by real-life histories of selected respondents drawn by the studyÕs ethnographic module. Systematic comparisons with results from the United States show a number of surprising similarities in the adaptation of children of immigrants in both countries, as well as differences marked by contrasting experiences of discrimination, self-identities, and ambition. Book excerpt: Because of severe domestic labor shortages, Japan has recently joined the increasing number of advanced industrialized nations that have begun importing large numbers of immigrant workers since the 1980s. Although the citizenship status of foreign workers is the most precarious in such recent countries of immigration, the national governments of these countries have become increasingly preoccupied with border enforcement, forcing local municipalities and organizations to offer basic rights and social services to the foreign residents who are settling in their local communities. This book analyzes the development of local citizenship in Japan by examining the role of local governments and NGOs as well as grass-roots political and judicial activism in the expansion of immigrant rights. In this manner, localities are emerging as important sites for the struggle for immigrant citizenship and social integration, enabling foreign workers to enjoy substantive rights even in the absence of national citizenship. The possibilities and limits of such local citizenship in Japan are then compared to three other recent countries of immigration (Italy, Spain, and South Korea).
