Book excerpt: The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South—research proposed and undertaken by Southern researchers—and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre’s arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility—it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC’s founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid “research imperialism” or “colonialism.” An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.

Recognizable in the eld for any sensitive observer who travels in remote rural areas and urban slums and meets marginalized people in a given society, poverty still remains a challenge to conceptual formalization and to measurement that is consistent with such formalization. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.

Many countries began to reform their agricultural price and trade policies in the 1980s, but government policy intervention is still considerable and still favors farmers in high-income countries at the expense of many farmers in developing countries. What would be the poverty and inequality consequences of the removal of the remaining distortions to agricultural incentives? This question is of great relevance to governments in evaluating ways to engage in multilateral and regional trade negotiations or to improve their own policies unilaterally. 'Agricultural Price Distortions, Inequality, and Poverty' analyzes the effects of agricultural and trade policies around the world on national and regional economic welfare, on income inequality among and within countries, and on the level and incidence of poverty in developing countries. The studies include economy-wide analyses of the inequality and poverty effects of own-country policies compared with rest-of-the-world policies for 10 individual developing countries in three continents. This book also includes three chapters that each use a separate global economic model to examine the effects of policies on aggregate poverty and the distribution of poverty across many identified developing countries. This study is motivated by two policy issues: first, the World Trade Organization s struggle to conclude the Doha Round of multilateral trade negotiations, in which agricultural policy reform is, again, one of the most contentious topics in the talks and, second, the struggle of the developing countries to achieve their Millennium Development Goals by 2015 notably the alleviation of hunger and poverty which depends crucially on policies that affect agricultural incentives.
