It is observed that for second generation borrowers, the impact of microfinance seems to fizzle out, where MFIs who are gaining efficiency are diverting their objective of servicing poor, signalling a sign of mission drift.

Microfinance is being operated through two channels Self-help Group-Bank Linkage Programme (SBLP) and Micro-finance Institutions (MFIs). The special characteristic of SBLP is its direct connection with the clients at the grass-root level and working towards poverty reduction by providing financial support. The paper is based on a field study on SBLP undertaken for women in the Varanasi District of Uttar Pradesh, India. The increase in women’s participation in economic activities and decision-making reveals that SHGs have made an impact. SHGs have also helped them to create a common platform to participate, discuss, and find a solution of their problems. Women’s income and occupation structure under SHGs have also influenced the standard of living and empowerment level significantly.

This important and thought provoking volume brings together revealing case studies of micro-credit interventions made by six non-governmental and quasi-governmental bodies in five states of peninsular India, several of which have been supported by the United Nations Development Programme (UNDP). The six case studies are diverse in terms of their socio-economic and geo-political contexts: the nature and ideological orientation of the intermediary organizations; the groups targeted by the projects (exclusively women or men and women); and the life-spans of the projects. Despite their differences, all the studies offer useful lessons on the institutional structures and processes that do or do not facilitate women`s empowerment and poverty reduction, while exploring the potential and limitations of micro-credit to achieve these twin goals.

Book excerpt: Vermeersch and Kremer examine the effects of subsidized school meals on school participation, educational achievement, and school finance in a developing country setting. They use data from a program that was implemented in 25 randomly chosen preschools in a pool of 50. Children's school participation was 30 percent higher in the treatment group than in the comparison group. The meals program led to higher curriculum test scores, but only in schools where the teacher was relatively experienced prior to the program. The school meals displaced teaching time and led to larger class sizes. Despite improved incentives, teacher absenteeism remained at a high level of 30 percent. Treatment schools raised their fees, and comparison schools close to treatment schools decreased their fees. Some of the price effects are caused by a combination of capacity constraints and pupil transfers that would not happen if the school meals were ordered in all schools. The intention-to-treat estimator of the effect of the randomized program incorporates those price effects, and therefore it should be considered a lower bound on the effect of generalized school meals. This insight on price effects generalizes to other randomized program evaluations. This paper--a product of the Poverty Reduction and Economic Management 2, Africa Technical Families--is part of a larger effort in the region to increase our understanding of the impact of programs aimed at reaching the Millennium Development Goals.
