The great many scientific journals in this field and the large number of regional science books mirror the appeal of this discipline, in both the developed and the developing world. The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume. These are some of the names representing the microelectronics revolution depending upon the audience being addressed by speaker or writer. No previous new industrial development has caused such widespread publicity and discussion amongst users and researchers as the new technology. Concern is being expressed about the effects of new technology on employment, job satisfaction, social life, leisure activities and the economics of commerce and industry. The late 70s saw many doom-laden predictions of those effects but by 1983 both management and trade unions were taking a more objective view of the social and economic impacts, and many correspondents now see the new technology as a means of opening up new industries and overcoming the effects of world recessions. The "chip" has involved the factory floor, the office, the supermarket and the home. Electronic funds transfer, electronic shopping, microelectronic domestic appliances, word processors and microprocessor-controlled machinery mean that the new technology has pervaded all aspects of social and economic life, and the developed countries are now coming to accept it as part of society as a whole. Inevitably the flood of literature on the social and economic impacts of new technology has been overwhelming. Unfortunately the quality of information and arguments propagated at conferences, in journal papers and research reports has indicated that there has been little quantifiable evidence available on the effects of these impacts.

Book excerpt: Until recently, the philosophy and history of science proceeded in a separate way from the philosophy and history of technology, and indeed with respect to both science and technology, philosophical and historical inquiries were also following their separate ways. Now we see in the past quarter-century how the philosophy of science has been profoundly in fluenced by historical studies of the sciences, and no longer concerned so single-mindedly with the analysis of theory and explanation, with the re lation between hypotheses and experimental observation. Now also we see the traditional historical studies of technology supplemented by phi losophical questions, and no longer so plainly focussed upon contexts of application, on invention and practical engineering, and on the mutually stimulating relations between technology and society. Further, alas, the neat division of intellectual labor, those clearly drawn distinctions be tween science and technology, between the theoretical and the applied, between discovery and justification, between internalist and externalist approaches . . . all, all have become muddled! Partly, this is due to internal revolutions within the philosophy and his tory of science (the first result being recognition of their mutual rele vance). Partly, however, this state of 'muddle' is due to external factors: science, at the least in the last half-century, has become so intimately connected with technology, and technological developments have cre ated so many new fields of scientific (and philosophical) inquiry that any critical reflection on scientific and technological endeavors must hence forth take their interaction into account.
