Book excerpt: Micro and macro data integration should be an objective of economic measurement as it is clearly advantageous to have internally consistent measurement at all levels of aggregation - firm, industry and aggregate. In spite of the apparently compelling arguments, there are few measures of business activity that achieve anything close to micro/macro data internal consistency. The measures of business activity that are arguably the worst on this dimension are capital stocks and flows. In this paper, we document, quantify and analyze the widely different approaches to the measurement of capital from the aggregate (top down) and micro (bottom up) perspectives. We find that recent developments in data collection permit improved integration of the top down and bottom up approaches. We develop a prototype hybrid method that exploits these data to improve micro/macro data internal consistency in a manner that could potentially lead to substantially improved measures of capital stocks and flows at the industry level. We also explore the properties of the micro distribution of investment. In spite of substantial data and associated measurement limitations, we show that the micro distributions of investment exhibit properties that are of interest to both micro and macro analysts of investment behavior. These findings help highlight some of the potential benefits of micro/macro data integration.

Book excerpt: Profit shifting remains a key concern in international tax system debate, but discussions are largely based on aggregate estimates, with less attention paid to individual sectors. Drawing on a novel dataset, we quantify tax avoidance risks in the extractive industries, a sector which is revenue critical for many developing economies. We find that a one percentage point increase in the domestic corporate tax rate has historically reduced sectoral profits by slightly over 3 percent; and the response tends to be more pronounced among mining than among hydrocarbon firms. There is only weak evidence transfer pricing rules contain tax minimization efforts of MNEs in our sample, but interest limitation rules (e.g., thin capitalization or earnings based rules) do reduce the observable extent of profit shifting. Our findings highlight the challenge of taxing income in the natural resource sector and suggest how fiscal regime design might be strengthened.

Book excerpt: The availability of microdata has increased rapidly over the last decades, and standard statistical and econometric software packages for data analysis include ever more sophisticated modeling options. The goal of this book is to familiarize readers with a wide range of commonly used models, and thereby to enable them to become critical consumers of current empirical research, and to conduct their own empirical analyses. The focus of the book is on regression-type models in the context of large cross-section samples. In microdata applications, dependent variables often are qualitative and discrete, while in other cases, the sample is not randomly drawn from the population of interest and the dependent variable is censored or truncated. Hence, models and methods are required that go beyond the standard linear regression model and ordinary least squares. Maximum li- lihood estimation of conditional probability models and marginal probability e?ects are introduced here as the unifying principle for modeling, estimating and interpreting microdata relationships. We consider the limitation to m- imum likelihood sensible, from a pedagogical point of view if the book is to be used in a semester-long advanced undergraduate or graduate course, and from a practical point of view because maximum likelihood estimation is used in the overwhelming majority of current microdata research. In order to introduce and explain the models and methods, we refer to a number of illustrative applications. The main examples include the deter- nants of individual fertility, the intergenerational transmission of secondary schoolchoices,andthewageelasticityoffemalelaborsupply.

Book excerpt: The purpose of this study was to investigate the influence of some aggregate domes-tic economic forces (i.e., government consumption expenditures and gross Investment; gross private domestic investment and personal consumption expenditures) on the growth of micro firms (businesses with fewer than 20 employees) in the U.S. between the years 1988-2012. The study classified micro firms into three categories (a) firms with employment between 0 and 4 employees, (b) firms with employment between 5 and 9 employees, and (c) firms with employment between 10 and 19 employees. In aggregation, the firms are termed “very small enterprises” by the U.S. Census Bureau. The data for the period 1988-2012 was reviewed, analyzed, and subjected to statistical analysis. It was found that a strong positive correlation exists between each of the aggregate domestic forces and the number of micro-firms in each of the three categories of micro-firms as well as all micro-firms in aggregate. The OLS regression results show all macro variables significantly affecting the growth of micro firms in the size range 10-19 employees. The evidence is more mixed in the other two size categories. The stepwise regression results are more mixed.

Our cross-country empirical analysis finds that easing of employment protection legislation tends to have positive macroeconmic effects during periods of strong growth but could turn contractionary in periods of slack. By contrast, increased spending on active labor market policies and reductions to the labor tax wedge tend to be more effective in periods of slack. Our analysis thus highlights the importance of considering economic and policy conditions when designing labor market reforms. Under the current disinflationary policy stance, the government’s focus on the working hour reform seems appriorate. With growth recovering, deregulation to reduce employment protection for regular workers can also be considered, combined with targeted support to vulnerable groups.
