Book excerpt: Abstract: En el año 2011 entró en vigor la Ley de Cooperación Internacional para el Desarrollo de México (LCID) cuyo objetivo es reforzar la institucionalidad y configurar una política de Estado sobre esta actividad inherente a la política exterior. Desde una perspectiva institucionalista, en este artículo se analizan aspectos clave de la cooperación mexicana desarrollados entre 2011 y 2014, haciendo énfasis en el estado actual de la puesta en marcha del contenido de la citada ley. Se concluye que durante el gobierno de Felipe Calderón no se respaldó políticamente la plena vigencia de la LCID, frustrando así las expectativas generadas respecto a la conformación de una política de Estado en la materia. Por su parte, la actual gestión del presidente Enrique Peña Nieto, si bien ha realizado avances en este sentido, también dista de atender cabalmente la citada normativa, ralentizando el proceso de institucionalización de la cooperación internacional para el desarrollo

It describes and explains main external actions from the country’s independence in the nineteenth century to Andrés Manuel López Obrador’s administration. The principal argument is that Mexico has resorted to principled pragmatism due to geographic, historical, economic, security, and political reasons. In other words, the nation uses this instrument to deal with the United States, defend national interests, appease domestic groups, and promote economic growth. The key characteristics of Mexico’s principled pragmatism in foreign policy are that the nation projects a double-edged diplomacy to cope with external and domestic challenges at the same time. This policy is mainly for domestic consumption, and it is also linked to the type of actors that are involved in the decision-making process and to the kind of topics included in the agenda. This principled pragmatism is related to the nature of the intention: principism is deliberate and pragmatism is forced; and this policy is used to increase Mexico’s international bargaining power.

Approached as a super mantra revolving around “Republican Austerity” and “First, the poor”, it provides original analysis of structural and conjunctural challenges facing Mexico as regards People-, Planet-, and Peace-centered development. The book reveals the promise “First, the poor” is inconsistent with data on Mexico’s poverty reduction (SDG1). Despite record-high spending on social programs and unmatched coverage, the recent tendency of improvement in tackling poverty is rather ambiguous from the perspective of multidimensional poverty. The book covers access to clean energy (SDG7), resilient infrastructure and sustainable industrialization (SDG9), and safeguarding biodiversity (SDG15) by examining three megaproject case studies: the oil refinery Dos Bocas, the Interoceanic Corridor of the Isthmus of Tehuantepec, and the Maya Train, generating concern with the economic, environmental, and social dimensions of sustainable development. The prospects for an ‘enabling environment’ for SDG implementation are hampered by persistently high levels of homicides and impunity (SDG16). Turning Mexico’s Armed Forces into ‘first development partner of choice’ is problematized as regards their reach in infrastructure megaprojects and social welfare programs, in the overall context of the ‘de-risking state’ favoring private capital. The result, as determined by Villanueva Ulfgard, has led Mexico further astray from sustainable and transformative development.

Understanding this dynamic gives an insight into the stated and unstated objectives of Mexico's recent activism in defending migrants' rights and engaging the diaspora, the continuing linkage between Mexican migration policies and shifts in the US-Mexico relationship, and the limits and possibilities for expanding shared mechanisms for the management of migration within the NAFTA framework.
