But although historical, sociological, and other aspects of Mexican immigration have been widely studied, its cultural and artistic manifestations have been largely overlooked by scholars—even though Mexico has produced the greatest number of cultural works inspired by the immigration process. And recently Chicana/o artists have addressed immigration as a central theme in their cultural productions and motifs. Culture across Borders is the first and only book-length study to analyze a wide range of cultural manifestations of the immigration experience, including art, literature, cinema, corridos, and humor. It shows how Mexican immigrants have been depicted in popular culture both in Mexico and the United States—and how Mexican and Chicano/Chicana artists, intellectuals, and others have used artistic means to protest the unjust treatment of immigrants by U.S. authorities. Book excerpt: For Americans the Civil War was simply an internal conflict, and they have emphasized its military exploits and the romantic myths that have grown up around it. They have given little regard to its international aspects. In truth, however, the American Civil War attracted worldwide attention. Other nations followed the fortunes of the war and sought to understand its goals because they saw that the fate of the American system would likely have a profound effect on their own social and political economies. One such nation was the United States' southern neighbor Mexico, and in Mexican Lobby Thomas Schoonover reveals the efforts of Matias Romero, Mexico's representative in Washington, to influence American leaders in his country's favor. Romero, appointed in 1859, served the liberal government of Benito Juarez, which had just emerged from its own civil War of Reform and now had to contend with a French invasion under Maximilian. He proved an indefatigable worker, who sent his government voluminous reports on the American situation and on his meetings with American leaders. Translated and published here for the first time is a representative selection of memoranda of his conversations with Washington officials and politicians. Romero attempted to forge stronger trade ties with the United States, establish better sea and rail links, and, above all, encourage military intervention to oust the French. In seeking these ends Romero was not above meddling in domestic politics. The memoranda show him supporting efforts to secure the resignation of Secretary of State Seward and cooperating with radical moves to defeat Lincoln's election in 1864 and, later, to impeach Andrew Johnson. Copies of Romero's official correspondence are rare in the United States and in Mexico and have never been translated. Mexican Lobby makes readily available a body of material that will be valuable to historians of the Civil War, Latin America, and American diplomacy.

During most of the twentieth century, as a result of the new character of the Mexican post-revolutionary regime, there was a decoupling between the state’s maximalist discourse on sovereignty, and its practice. Sovereignty as an undifferentiated whole does not exist; it should instead be disaggregated into the myriad issue areas in which it is constantly negotiated. Focusing on a tripartite classification relating to the construction of Mexico’s sovereignty towards its northern neighbor since 1920, this volume illustrates how Mexico’s sovereignty has varied not only according to the times, but also according to the issues at stake. In doing so, Arturo Santa-Cruz comprehensively covers a variety of issues in the bilateral agenda such as drug trafficking, electoral observation, human rights, investment, migration, security, and trade, as well as some defining moments in the relationship, such as the 1923 US granting of recognition to the Mexican post-revolutionary regime, the 1938 oil nationalization, the 1982 debt crisis, and the 1995 financial bailout. These diverse cases, analyzed through an original analytical approach, capture sovereignty’s multifocal meaning.

A close analysis of Tornel's own political evolution, from advocating a radical federalist agenda in the 1820s to defending reactionary dictatorship in the 1850s, illustrates the extent to which the santanistas' policies changed as the hopeful, early 1820s degenerated into the despair of the late 1840s. As the leading ideologue of the santanistas, a study of his politics, paying close attention to the way they evolved in response to the different crises Mexico underwent, highlights, for the first time, the extent to which Santa Anna and his followers upheld a particular political agenda which was essentially populist, militaristic, antipolitics, and nationalistic, and varied depending on the prevailing circumstances and the different historical contexts in which it surfaced. A study of Tornel's activities as Santa Anna's main informer in the capital, his leading propagandist, and as a key player in the orchestration of revolts such as the 1834 Plan of Cuernavaca, serves to show the extent to which Santa Anna's success relied on Tornel's services. Coincidentally or not, without Tornel, Santa Anna was not able to return to power after his fall in 1855.

Initially a role undertaken by soldiers, a pronunciado rallied military communities to petition for local, regional, and even national interests. As the popularity of these petitions grew, however, they evolved from a military-led practice to one endorsed and engaged by civilians, priests, indigenous communities, and politicians. In Tejano Journey, 1770-1850, Gerald Poyo and other noted borderlands historians track the changes and continuities within Tejano communities during the years in which Texas passed from Spain to Mexico to the Republic of Texas and finally to the United States. The authors show how a complex process of accommodation and resistance—marked at different periods by Tejano insurrections, efforts to work within the political and legal systems, and isolation from the mainstream—characterized these years of changing sovereignty.
