Tradition location factors, that once tied economic activities firmly to particular areas have become less important. Increasingly the ability of a city to anticipate, respond to and cope with internal and external changes is getting attention. Organizing capacity of cities, or of metropolitan regions is becoming indispensible for sustainable economic and social development. The authors have carried out investigations into eight European cities to increase the insight into the practice of organizing capacity. The analysis of the development and implementation of 15 revitalization projects in these cities shows that organizing capacity calls for a new style of entrepreneurial urban management with public and private networking, leadership, long term strategies and organizing political and public support as key concepts.

Book excerpt: Metropolitan planning organizations (MPO) are responsible for transportation planning in metropolitan areas; however, little is known about what has been achieved by the planning efforts. This report describes: (1) the characteristics and responsibilities of MPOs; (2) the challenges that MPOs face in carrying out their responsibilities; (3) how the U.S. Dept. of Transportation provides oversight for MPOs and the extent to which this improves transportation planning; and (4) the options that have been proposed to enhance transportation planning. To address these objectives, the auditor surveyed all 381 MPOs (with an 86% response rate) and conducted case studies of 8 metro. areas and conducted a survey of program managers. Charts and tables.
