Book excerpt: At the end of each round, the FAO Statistics Division reviews and assesses national census practices, methodologies and results, and summarizes the findings in methodological publications, under the Statistical Development Series (SDS). The SDS 17, i.e. this first publication, is a compendium of reviews of country agricultural censuses conducted during the WCA 2010 round (which covers the period 2006–2015) and their main results. This publication includes detailed metadata on agricultural censuses conducted by different countries. Apart from providing information on historical background, legal, institutional frameworks and international collaboration, the publication also provides an overview of the census staff, reference and enumeration periods, scope and coverage, methodological modalities, frame, data collection methods, questionnaires used, new technology used, data processing and archiving, and census data quality and dissemination. The metadata reviews are complemented by tables with main results on key structural characteristics, such as number of holdings, total area of holdings, area irrigated, machinery, gender, and sex of holders, number of household members, farm labor, livestock, and crop areas. This review of the WCA 2010 round is intended to serve as useful reference material for census planners and data users, providing valuable lessons for future censuses, which will ultimately lead to improved assessments of countries’ agricultural sectors.

Book excerpt: To minimize the impact of adverse weather on crops and to make use of crop-weather relationships to boost agricultural production, the agriculture sector needs tailored weather and climate data and information products that can be directly applied to try to improve and protect the livelihood of farmers in agricultural production, which is called either “agrometeorological services” or “climate services for agriculture”. Agrometeorological services can be defined as a decision aide service, derived from climate information, that assists agricultural stakeholders to make improved ex-ante decision-making. As climate change accompanies increased extreme weather and climate conditions, agromet services are getting more attention in the agriculture sector these days. In view of this urgency and importance of agromet services in the region, FAO has started the “Asia-Pacific Regional Programme on agrometeorological services, pest and disease alerts and early warning systems for farmers” in Bhutan, Cambodia, Nepal, and Samoa from Aug 2019 to Dec 2020 with an aim to improve the national capacity to produce the agromet and pest and disease early warning services. This report is written based on our project implementation experiences and findings in four countries, and presentations and discussions at the Regional Agromet Workshop held in Dec 2020, where participants had identified information and data available, challenges and barriers faced, and lessons learned. This report also provides the way forward suggestions for improving the existing agromet services to national level operational services, not only in four countries but also in other countries with similar agromet service capacity in the region.

The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. Macroeconomic situation and outlook: Nepal’s macroeconomic situation remains broadly favorable. Growth is projected to recover in 2013/14 owing to good monsoons, robust growth in services, and increased public spending. Inflation is moderating, in line with developments in India. High remittance inflows are supporting a strong external position, as well as high reserve money growth. Risks to the outlook are slightly tilted to the downside, involving slower-than-expected growth in countries hosting Nepali workers and domestic financial sector risks. Medium term prospects: While remittances are expected to continue to support the external position, the outlook for growth depends on improving the environment for private investment. This requires a decisive boost in public capital spending, and structural reforms in key areas. Financial sector: Despite progress, significant vulnerabilities remain. The recent assessment under the FSAP, Nepal’s first, raised concerns about asset quality and interconnectedness, as well as financial sector infrastructure—including the legal framework—and supervision and crisis preparedness. At the same time, a largely unsupervised cooperatives sector is growing rapidly. Key policy recommendations: Monetary policy should aim at controlling the volatility and level of excess reserves in the financial system, implying a modest tightening of monetary conditions. The exchange rate peg to the Indian rupee provides a useful nominal anchor for the economy, and the real exchange rate is broadly in line with fundamentals. Capital spending needs to be boosted to provide key infrastructure, and reforms implemented to support private investment, which will help generate sustained economic growth and employment opportunities. In the financial sector, further reforms to bolster regulation and supervision, and improve financial infrastructure are needed to reduce risk and increase access to finance.

In 2015, FAO published Volume 1 of the World Programme for the Census of Agriculture 2020 (WCA 2020) “Programme, concepts and definitions”, the tenth decennial programme that provides guidelines for implementation of national agricultural censuses in the 2016-2025 decade. Volume 1 deals with the methodological and conceptual aspects of the census of agriculture. In addition to the use of international standards, the proper conduct of an agricultural census also depends on adequate planning, implementation, use of resources and quality assurance throughout all stages of the census. In light of this, Volume 2 of WCA 2020 “Operational guidelines” has been designed to guide national census practitioners responsible for conducting the agricultural census. It deals with the practical steps involved in actually conducting an agricultural census in the field. Volume 2 is a revised and updated edition of “Conducting Agricultural Censuses and Surveys”, published by FAO in 1996. The revision is opportune not only in view of the recent publication of the new census programme and methodology but also in view of the substantial changes witnessed in the census technological environment over the last two decades. The availability of digital, mobile and more affordable tools for data capture, geo-positioning, remote sensing imaging, digital archiving and online dissemination have provided new cost-effective alternatives to traditional ways of conducting the agricultural census.
