There was a painful absence of sufficient time for careful de liberation, and many important measures, owing to the hurry and haste, were not considered at all. The special session did not furnish a remedy. If the regular session failed or refused to enact legislation demanded by the people the only remedy was a new legislature, fresh from the body of the people, ready and willing to execute their well considered judgment. If the regular session, whose members serve for four years, passed vicious and unwise legislation, or refused to enact laws which the public interest demanded, it was rather a forlorn hope to expect that the authors of such legislation, when called in special session, would be swift to undo their own work.
