Book excerpt: In October 2007, the United States and Mexico announced the Merida Initiative, a multi-year proposal for $1.4 billion in U.S. assistance to Mexico and Central America aimed at combating drug trafficking, gangs, and organized crime. On May 14, 2008, the House Committee on Foreign Affairs approved a bill, H.R. 6028 (Berman), which would authorize $1.6 billion for the Initiative from FY2008 through FY2010. The Bush Administration requested $500 million for Mexico and $50 million for Central American countries in its FY2008 supplemental appropriations request. In late June 2008, Congress appropriated $465 million in FY2008 and FY2009 supplemental assistance for Mexico and Central America in the FY2008 Supplemental Appropriations Act, H.R. 2642 (P.L. 110-252). In the act, Mexico receives $352 million in FY2008 supplemental assistance and $48 million in FY2009 bridge fund supplemental assistance, while Central America, Haiti, and the Dominican Republic receive $65 million in FY2008 supplemental assistance. The Administration has requested an additional $450 million for Mexico and $100 million for the Central American countries under the Merida Initiative in its FY2009 budget request.

Book excerpt: "An extensive overview of the drug trade in the Americas and its impact on politics, economics, and society throughout the region. . . . Highly recommended."--Choice "A first-rate update on the state of the long-fought hemispheric 'war on drugs.' It is particularly timely, as the perception that the war is lost and needs to be changed has never been stronger in Latin and North America."--Paul Gootenberg, author of Andean Cocaine: The Making of a Global Drug "A must-read volume for policy makers, concerned citizens, and students alike in the current search for new approaches to forty-year-old policies largely considered to have failed."--David Scott Palmer, coauthor of Power, Institutions, and Leadership in War and Peace "A very useful primer for anyone trying to keep up with the ever-evolving relationship between drug enforcement and drug trafficking."--Peter Andreas, author of Smuggler Nation: How Illicit Trade Made America In 1971, Richard Nixon declared a war on drugs. Despite foreign policy efforts and attempts to combat supply lines, the United States has been for decades, and remains today, the largest single consumer market for illicit drugs on the planet. This volume argues that the war on drugs has been ineffective at best and, at worst, has been highly detrimental to many countries. Leading experts in the fields of public health, political science, and national security analyze how U.S. policies have affected the internal dynamics of Mexico, Colombia, Bolivia, Peru, Brazil, Argentina, Central America, and the Caribbean islands. Together, they present a comprehensive overview of the major trends in drug trafficking and organized crime in the early twenty-first century. In addition, the editors and contributors identify emerging issues and propose several policy options to address them. This accessible and expansive volume provides a framework for understanding the limits and liabilities in the U.S.-championed war on drugs throughout the Americas.

Book excerpt: Volume 105 of Terrorism: Commentary on Security Documents, Narco-Terrorism, brings researchers up to date on U.S. and international efforts to stem terrorism related to drug trafficking. In the pages of this volume, readers will find both legal documents from criminal cases against narco-terrorists and governmental reports on how to approach the problem on a broader level. After showing recent trends in combating narco-terrorism globally, Volume 105 focuses on the rising drug crises in Colombia and Afghanistan. Researchers will find in this volume not just U.S. agencies' major reports on international drug-trafficking but also similarly comprehensive reports from international organizations, from NGOs to the U.N. These reports place a particular focus on the connection between terrorist activity and the global narcotics trade. The section on Colombia, while updating readers on the international struggle with that country's drug cartels, also includes an analysis of the political, diplomatic, and economic challenges in intervening there. The Afghanistan portion of the volume shows how the U.S. has tried to confront the heroin trade that has funded the Taliban there, including an example of how the U.S. government has used criminal prosecutions domestically to curb that trade.

Available in PDF, EPUB and Kindle. Book excerpt: At a time when globalization has side-lined many of the traditional, state-based addressees of legal accountability, it is not clear yet how blame is allocated and contested in the new, highly differentiated, multi-actor governance arrangements of the global economy and world society. Moral Agency and the Politics of Responsibility investigates how actors in complex governance arrangements assign responsibilities to order the world and negotiate who is responsible for what and how. The book asks how moral duties can be defined beyond the territorial and legal confines of the nation-state; and how obligations and accountability mechanisms for a post-national world, in which responsibility remains vague, ambiguous and contested, can be established. Using an empirical as well as a theoretical perspective, the book explores ontological framings of complexity emphasizing emergence and non-linearity, which challenge classic liberal notions of responsibility and moral agency based on the autonomous subject. Moral Agency and the Politics of Responsibility is perfect for scholars from International Relations, Politics, Philosophy and Political Economy with an interest in the topical and increasingly popular topics of moral agency and complexity.

This report includes legal analyses of 3 ATF-investigated, Southwest border gun trafficking cases to illustrate the fed. statutes that are violated as part of wider gun trafficking schemes. The report concludes with possible policy questions for Congress regarding the magnitude of Southwest border gun trafficking, the use and significance of ATF crime gun trace data, the possible ratification of an Inter-American Gun Trafficking Convention, and the adequacy of the federal statutes designed to deter and reduce illegal gun trafficking.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a political and theological reflection on the violence and injustice that has taken place in Mexico and Central America since 2006 as a result of the drug war. In order to understand and respond to this conflict in the age of globalization, William A. Walker III combines the work of philosopher Enrique Dussel and theologian Hans Urs von Balthasar to develop a theology of the drug war that transcends both a Eurocentric conception of the world and a merely political account of salvation. Walker also highlights examples of Christian and church-based approaches to practicing neighborliness and resistance to drug trade-related violence, challenging both Christians and non-Christians to participate in the creation of a more just and merciful society.
