Inevitably, as Nicaragua and the Politics of Utopia demonstrates, reality casts a shadow and the community must look to the next leader. As an impoverished state, second only to Haiti in the Americas, Nicaragua has been the scene of cyclical attempts and failures at modern development. Author Daniel Chavez investigates the cultural and ideological bases of what he identifies as the three decisive movements of social reinvention in Nicaragua: the regimes of the Somoza family of much of the early to mid-twentieth century; the governments of the Sandinista party; and the present day struggle to adapt to the global market economy. For each era, Chavez reveals the ways Nicaraguan popular culture adapted and interpreted the new political order, shaping, critiquing, or amplifying the regime's message of stability and prosperity for the people. These tactics of interpretation, otherwise known as meaning-making, became all-important for the Nicaraguan people, as they opposed the autocracy of Somocismo, or complemented the Sandinistas, or struggled to find their place in the Neoliberal era. In every case, Chavez shows the reflective nature of cultural production and its pursuit of utopian idealism.

Book excerpt: Public violence, a persistent feature of Latin American life since the collapse of Iberian rule in the 1820s, has been especially prominent in Central America. Robert H. Holden shows how public violence shaped the states that have governed Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Linking public violence and patrimonial political cultures, he shows how the early states improvised their authority by bargaining with armed bands or montoneras. Improvisation continued into the twentieth century as the bands were gradually superseded by semi-autonomous national armies, and as new agents of public violence emerged in the form of armed insurgencies and death squads. World War II, Holden argues, set into motion the globalization of public violence. Its most dramatic manifestation in Central America was the surge in U.S. military and police collaboration with the governments of the region, beginning with the Lend-Lease program of the 1940s and continuing through the Cold War. Although the scope of public violence had already been established by the people of the Central American countries, globalization intensified the violence and inhibited attempts to shrink its scope. Drawing on archival research in all five countries as well as in the United States, Holden elaborates the connections among the national, regional, and international dimensions of public violence. Armies Without Nations crosses the borders of Central American, Latin American, and North American history, providing a model for the study of global history and politics. Armies without Nations was a CHOICE Outstanding Academic Title for 2005.

Book excerpt: This book analyzes both the Chilean state policies on commercial aviation and the corporate history of the state-owned airline Línea Aérea Nacional (LAN) between 1929 and 1989. The book covers a transition from the early adoption of policies that were nationalist, from both the national security and economic standpoints, through the complete deregulation of the skies and the sale of the state airline to foreign capital. Both processes were implemented by army officers (Carlos Ibáñez del Campo and Augusto Pinochet, respectively). It shows that LAN’s corporate development was marked by the construction of a national aviation paradigm that, albeit initially characterized by a clear definition of nationalism with the state as preeminent, was far from static over time. As from 1929, the role of the state airline, as both a transport service provider and an instrument of public policy, was subject to review. This was due in part to Chile’s political dynamics in the twentieth century in terms of matters such as the level of consensus/dissent about the development model and the role of the state, SOEs, and the private sector in the economy. It also reflected trends in the commercial airline industry globally, technological advances and, as from the 1970s, pressures to liberalize the sector.

While not dismissing these characteristics, Knut Walter argues that the regime was in fact more notable for its achievement of stability, economic growth, and state building than for its personalistic and dictatorial features. Using a wide range of sources in Nicaraguan archives, Walter focuses on institutional and structural developments to explain how Somoza gained and consolidated power. According to Walter, Somoza preferred to resolve conflicts by political means rather than by outright coercion. Specifically, he built his government on agreements negotiated with the country's principal political actors, labor groups, and business organizations. Nicaragua's two traditional parties, one conservative and the other liberal, were included in elections, thus giving the appearance of political pluralism. Partly as a result, the opposition was forced to become increasingly radical, says Walter; eventually, in 1979, Nicaragua produced the only successful revolution in Central America and the first in all of Latin America since Cuba's.
