Book excerpt: Public violence, a persistent feature of Latin American life since the collapse of Iberian rule in the 1820s, has been especially prominent in Central America. Robert H. Holden shows how public violence shaped the states that have governed Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Linking public violence and patrimonial political cultures, he shows how the early states improvised their authority by bargaining with armed bands or montoneras. Improvisation continued into the twentieth century as the bands were gradually superseded by semi-autonomous national armies, and as new agents of public violence emerged in the form of armed insurgencies and death squads. World War II, Holden argues, set into motion the globalization of public violence. Its most dramatic manifestation in Central America was the surge in U.S. military and police collaboration with the governments of the region, beginning with the Lend-Lease program of the 1940s and continuing through the Cold War. Although the scope of public violence had already been established by the people of the Central American countries, globalization intensified the violence and inhibited attempts to shrink its scope. Drawing on archival research in all five countries as well as in the United States, Holden elaborates the connections among the national, regional, and international dimensions of public violence. Armies Without Nations crosses the borders of Central American, Latin American, and North American history, providing a model for the study of global history and politics. Armies without Nations was a CHOICE Outstanding Academic Title for 2005.

Available in PDF, EPUB and Kindle. Book excerpt: In the horrific conflict of 1914–1918 known first as “The Great War” and later as World War I, Latin American nations were peripheral players. Only after the U.S. entered the fighting in 1917 did eight of the twenty republics declare war. Five others broke diplomatic relations with Germany, while seven maintained strict neutrality. These diplomatic stances, even those of the two actual belligerents—Brazil and Cuba—did little to tip the balance of victory in favor of the allies, and perhaps that explains why historians have paid scant attention to events in Latin America related to the war. Nevertheless, it is still remarkable that Percy Alvin Martin’s classic account, Latin American and the War, first published in 1925, remains the standard text on the topic. This book attempts to redress this gap by taking a fresh look at developments between 1914 and 1921 in one of the neutral nations—Colombia. This period, which coincides with the presidency of José Vicente Concha (1914–1918) and his successor, Marco Fidel Suárez (1918–1921), is filled with momentous developments not only in foreign policy, when Colombian diplomats pressured by German, British and U.S. propaganda struggled to maintain strict neutrality, but also on the domestic scene as the newly installed Conservative regime faced political and economic crises that sparked numerous and violent protests. Rausch's examination of the administrations of Concha and Suárez supports Martin’s assertion that even those countries neutral in the Great War were not immune from its effects.

Available in PDF, EPUB and Kindle. Book excerpt: In the War of the Triple Alliance—the most terrible conflict in South American history—Paraguay was almost annihilated by the armed forces of Brazil, Argentina, and Uruguay. The chaotic postwar decade began with the Allied occupation of Asunción, which lasted seven years, and was marked by Brazilian-Argentine rivalry and interference in Paraguayan affairs and by the efforts of Paraguay’s governments to revive their stricken land, efforts often thwarted by corruption, factionalism, and revolutions. It ended with the arbitral award eliminating Argentina as a claimant to the Chaco Boreal and with the ascendancy of the Colorado Party, which dominated Paraguayan politics for most of the next century. This is the first book in any language that examines political, economic, and social developments to provide a well-integrated study of this significant and eventful period. It is based on archival resources, largely unused before, in England, the United States, Brazil, Argentina, and Paraguay, as well as on newspapers, books, pamphlets, and published documents in many libraries. As one historian has said, the study is “a masterpiece of sleuthing and historical synthesis.” It will be of interest not only to students of Paraguay but also to those concerned with Brazilian, Argentine, and Latin American history.

Available in PDF, EPUB and Kindle. Book excerpt: The history of modern Nicaragua is populated with leaders promising a new and better day. Inevitably, as Nicaragua and the Politics of Utopia demonstrates, reality casts a shadow and the community must look to the next leader. As an impoverished state, second only to Haiti in the Americas, Nicaragua has been the scene of cyclical attempts and failures at modern development. Author Daniel Chavez investigates the cultural and ideological bases of what he identifies as the three decisive movements of social reinvention in Nicaragua: the regimes of the Somoza family of much of the early to mid-twentieth century; the governments of the Sandinista party; and the present-day struggle to adapt to the global market economy. For each era, Chavez reveals the ways Nicaraguan popular culture adapted and interpreted the new political order, shaping, critiquing, or amplifying the regime's message of stability and prosperity for the people. These tactics of interpretation, otherwise known as meaning-making, became all-important for the Nicaraguan people, as they opposed the autocracy of Somocismo, or complemented the Sandinistas, or struggled to find their place in the Neoliberal era. In every case, Chavez shows the reflective nature of cultural production and its pursuit of utopian idealism.
