Book excerpt: Speed, acceleration and rapid change characterize our world, and as we design and construct buildings that are to last at least a few decades and sometimes even centuries, how can architecture continue to act as an important cultural signifier? Focusing on how an important nineteenth-century architect addressed the already shifting relation between architecture, time and history, this book offers insights on issues still relevant today-the struggle between imitation and innovation, the definition (or rejection) of aesthetic experience, the grounds of architectural judgment (who decides and how), or fundamentally, how to act (i.e. build) when there is no longer a single grand narrative but a plurality of possible histories. Six drawings provide the foundation of an itinerary through Charles Robert Cockerell’s conception of architecture, and into the depths of drawings and buildings. Born in England in 1788, Cockerell sketched as a Grand Tourist, he charted architectural history as Royal Academy Professor, he drew to build, to exhibit, to understand the past and to learn from it, publishing his last work in 1860, three years before his death. Under our scrutiny, his drawings become thresholds into the nineteenth century, windows into the architect’s conception of architecture and time, complex documents of past and projected constructions, great examples that reveal a kinetic approach to ornamentation, and the depth of architectural representation.

Reyes examines frontier mission social spaces and their relationship to the creation of gendered colonial relations in the Californias. She explores the function of missions and missionaries in establishing hierarchies of power and in defining gendered spaces and roles, and looks at the ways that women challenged, and attempted to modify, the construction of those hierarchies, roles, and spaces. Reyes studies the criminal inquiry and depositions of Barbara Gandiaga, an Indian woman charged with conspiracy to murder two priests at her mission; the divorce petition of Eulalia Callis, the first lady of colonial California who petitioned for divorce from her adulterous governor-husband; and the testimonio of Eulalia Pérez, the head housekeeper at Mission San Gabriel who acquired a position of significant authority and responsibility but whose work has not been properly recognized. These three women's voices seem to reach across time and place, calling for additional, more complex analysis and questions: Could women have agency in the colonial Californias? Did the social structures or colonial processes in place in the frontier setting of New Spain confine or limit them in particular gendered ways? And, were gender dynamics in colonial California explicitly rigid as a result of the imperatives of the goals of colonization?

Book excerpt: As in most of the rest of Latin America, Peruvian economic strategy has gone in something of a circle, from long-established orientation toward an open economy with minimal state intervention to a period of state-led development, then back again to what looks like the starting point. In the 1960s, the Peruvian people had their first real chance to make a democratic choice between continuation of the country's open-economy orientation or change, & they chose change. Using this as his starting point, Sheahan explains how their choice was not provoked by any economic crisis but by other major influences. The majority of Peruvians, he shows, were seeking objectives more fundamental than economic growth. They were, with conflicting visions but with many good reasons, "searching for a better society." While positive accomplishments have been important, enough went wrong to lead Peru back to a more market-determined economic system in 1990. Sheahan addresses the consequences of this return to the earlier economic strategy & what might be done to shape the process of development-in Peru & in Latin America more generally-toward less unfair societies. Searching for a Better Society is different from the great majority of economic studies of developing countries in its emphasis on the basic role of social dissatisfaction with the country's traditional liberal economic system & on the complexity of social goals involved in evaluation of the choice & consequences of economic policies.

Book excerpt: Universal human rights standards were adopted in 1948, but in the 1970s and 1980s, violent dictatorships in Argentina and Chile flagrantly defied the new protocols. Chilean general Augusto Pinochet and the Argentine military employed state terrorism in their quest to eradicate Marxism and other forms of “subversion.” Pinochet constructed an iron shield of impunity for himself and the military in Chile, while in Argentina, military pressure resulted in laws preventing prosecution for past human rights violations. When democracy was reestablished in both countries by 1990, justice for crimes against humanity seemed beyond reach. Thomas C. Wright examines how persistent advocacy by domestic and international human rights groups, evolving legal environments, unanticipated events that impacted public opinion, and eventual changes in military leadership led to a situation unique in the world—the stripping of impunity not only from a select number of commanders of the repression but from all those involved in state terrorism in Chile and Argentina. Embedding accountability into the state is an inherently uneven, partial and contested process. Campaigns for public accountability often win limited concessions at best, but they can leave cracks in the system that serve as handholds for subsequent efforts to open up the state to public scrutiny. This book explores the how civil society "thickens" by comparing two decades of rural citizens' struggles to hold the Mexican state accountable, exploring both change and continuity before, during, and after national electoral turning points. The book addresses how much power-sharing really happens in policy innovations that include participatory social and environmental councils, citizen oversight of elections, local government social investment funds, participation reforms in World Bank projects, community-managed food programs, as well as new social oversight and public information access reforms. Meanwhile, efforts to exercise voice unfold at the same time as rural citizens consider their exit options, as millions migrate to the US, where many have since come together in a new migrant civil society. Since explanations of electoral change do not account for how people actually experience the state, this book concludes that new analytical frameworks are needed to understand "transitions to accountability." This involves unpacking the interaction between participation, transparency and accountability. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Volumes concentrate on the comparative study of the democratization process that accompanied the decline and termination of the cold war.
