Le chapitre 2 montre que si les projets pédagogiques particuliers répondent aux besoins de formation d'un nombre grandissant d'élèves et qu'ils ont des retombées très positives, ils n'en comportent pas moins des risques de dérive, qu'il convient de cerner. Le chapitre 3 présente quelques éléments de contexte qui ont une incidence sur l'élaboration de l'offre de formation au secondaire: la sélection des élèves, l'intégration scolaire des élèves à risque et des élèves handicapés ou en difficulté d'adaptation ou d'apprentissage, le renouveau pédagogique et la décentralisation des pouvoirs vers le pôle local. Le chapitre 4 est consacré aux résultats de l'appel de mémoires adressé aux organismes nationaux d'éducation. Enfin, le chapitre 5 précise les orientations que le Conseil entend promouvoir pour accompagner les acteurs scolaires.
