Book excerpt: This book makes formal, detailed, application of what Adams has described as 'the informational turn in philosophy' to the global neuronal workspace (GNW) model of consciousness. It uses an extended statistical model of cognitive process, based on the Shannon-McMillan Theorem and its corollaries, to incorporate the effects of embedding physiological, social, and cultural contextual constraints which operate more slowly than the workspace itself, but severely limit the possible realms available to that workspace, and hence to consciousness itself. The resulting 'biopsychosociocultural' treatment directly addresses criticisms of brain-only models of consciousness which have been raised in cultural psychology and philosophy, while remaining true to the current neuroscience perspective. This is the first formal, comprehensive, and reasonably rigorous, mathematical treatment of the GNW and is the only one to include the effects of embedding contexts in a 'natural' manner.

A simple somatosensory ''raw feel" fulfills these characteristics (see papers nos. 2,5). In any case, if we fail to find ways to use introspective reports in convincingly acceptable studies we would give up the ability to investigate the relation between conscious experience and neural activity, something warned against by William James (Krech, 1969). Another factor in the dearth of direct experimental studies is, of course, the comparative inaccessibility of the human brain for such purposes. Meaningful investigations of the issue in question requires simultaneous study of brain events and introspective reports of experiences in an awake, cooperative human subject. Analysis by neuropsychologists of pathological lesions in the brain and the related disturbances of conscious functions have contributed much to mapping the pos sible representations of these functions. The non-invasive recording of electrical activity with electrodes on the scalp, starting from Berger's initial EEG record ings in 1929, has contributed much to the problems of states of consciousness and to various cognitive features associated with sensory inputs, but not as much to the specific issue of conscious experience.

Bernard Baars (1988), Edelman and Tononi (2000), and many others, have written such, and done it well indeed. This book, rather, brings the powerful analytic machinery of communication theory to bear on the Global Neuronal Workspace (GNW) model of consciousness which Baars introduced, and does so in a formal mathematical manner. It is not the first such attempt. The philospher Fred Dretske (1981), indep- dent of Baars, long ago outlined how information theory might illuminate the understanding of mind. Adapting his approach on the necessary conditions for mental process, we apply a previously-developed information theory analysis of interacting cognitive biological and social modules to Baars' GNW, which has become the principal candidate for a 'standard model' of consciousness. Invoking an obvious canonical homology with statistical physics, the method, when iterated in the spirit of the Hierarchical Linear Model of regression theory, generates a fluctuating dynamic threshold for consciousness which is similar to a tunable phase transition in a physical system. The phenomenon is, however, constrained to a manifold/atlas structure analogous to a retina; an adaptable Rate Distortion manifold, whose 'topology', in a large sense, reflects the hierarchy of embedding constraints acting on consciousness. This view greatly extends what Baars has characterized as 'contexts.

It is often claimed that it is fairer to save younger persons and that age is an ethically relevant consideration in such tragic decisions. Medical benefit should be maximized and final selection should aim to minimize the contaminating influence of chance. These claims are challenged by Duff R. Waring in Medical Benefit and the Human Lottery, one of the few books that attempts a sustained defence of random patient selection. This book combines ethics and political philosophy in its novel and strict egalitarian approach to patient selection for transplantable organs. Waring addresses the question of whether we should choose between lives on the basis of fair chances or best outcomes. He argues that final selection criteria should be based on fair chances that equalize opportunity as opposed to best outcomes. His defence of "hardy" egalitarianism aims to show that random selection by lottery can affirm both a common humanity and the equal value of lives. The notion of patient selection by lottery has not fared well in bioethics and has been regarded by some as a moral affront. Waring argues that a human selection lottery may be neither as crude nor as ethically anomalous as some have supposed. Indeed, it can reflect a familiar conception of equality as a political and moral ideal. This conception abstracts from many undeniable differences between patients and claims that scarce resources should be allocated on the principled assumption that each of their lives is equally worth saving. The book is also notable for its critiques of some recent utilitarian notions of medical benefit which can have an age-biased impact on elderly patients. Waring then argues against the leading, contemporary age-based approaches to patient selection. He explores the way random selection by lottery can affirm his egalitarian ethos in cases where eligible transplant candidates have each passed a threshold level of prospective medical benefit that has been set by democratic deliberation. Taming chance with a human lottery is defended as the most lucid means of ensuring equal opportunity. In so doing, Waring argues that we give the principle of equal concern and respect a radical expression: above a noncomparative threshold of medical benefit, each candidate can have an equal claim to life.
