As early as 1921, an international convention regarding this matter was presented to govern ments of maritime countries for ratification. The First World Health Assembly, in 1948, recommended that WHO should establish, with the International Labour Of fice, a Joint Committee on the hygiene of seafarers. The first session of this Com mittee, held in 1949, defined the problems affecting the health of seamen and made a number of recommendations. In the opinion of this Joint Committee, the health of seamen called for interna tional attention for a nu mb er of reasons. By the nature of his work, the seafarer is obliged to travel from country to country and is exposed to great variations of cli mate and also to any disease that may be prevalent in the port of call. He may there fore become a carrier of disease, so that the protection of his health is of importance not only to himself and the other members of the crew but also to the populations of other countries he visits. Yet, on account ofthe nature ofhis employment, it is diffi cult to provide the seafarer with the same standard of health care that is gene rally available to other sections of the population.

Book excerpt: The significance of the Regius Chair of Military Surgery that existed in the University of Edinburgh from 1806–55 is discussed in detail for the first time in this book. The first holder, John Thomson, also held the Royal College of Surgeons of Edinburgh's Chair of Surgery from 1804. This Regius Chair was the only one of its type in Britain for almost 50 years, and was established during the Peninsular War. After the second holder, Sir George Ballingall, died in 1855, the Government withdrew its funding support. This Chair introduced numerous Edinburgh medical students to Military Surgery, and many who attended subsequently entered the Medical Service of either the Army, Navy or East India Company. Large numbers of medical officers in the Public service also attended. These courses were popular, and the topics covered were not discussed elsewhere in the Edinburgh medical curriculum.

Many other people contributed to what became a revolution in naval health but because of his heroic status Nelson's influence was hugely significant, a role which this book reveals in detail for the first time.

While there have been political and military histories of the Navy in this period, looking at battles and personalities, and studies of its administration and the life below decks, this book is the first study of the Navy in a cultural context, exploring contemporary attitudes to war and peace and to ideologies of race and gender. As well as literary sources, Dr Lincoln draws on the vast collections of the National Maritime Museum, in paintings, cartoons, and ceramics, amongst others, to focus attention on material that has hitherto been little used - even research into the general culture of the late-Georgian age has, curiously, neglected perceptions of the Navy, which was one of its major institutions.
