The exploitation of such resources can generate significant economic rent to the owners. In the past, governments have usually claimed ownership of hydroelectric resources and passed on the rents to their state-owned utilities, which have used them to expand their systems or provide lower tariffs to their consumers. With the restructuring of the electric power sector in many countries, a more explicit consideration of hydroelectric rents is required. Moreover, hydropower resources are often owned by more than one party, or at least require cooperation between parties to develop them. In this context, the measurement and apportionment of hydropower rents between cooperating parties becomes important. This paper addresses some of the issues involved in cooperative development of water resources, especially for hydroelectric generation. It promotes a better understanding of the sources of the benefits and attempts to derive an analytical basis for discussions between cooperating parties. This volume will be of interest to hydropower resource earning countries, hydropower developers, and Bank staff.

Available in PDF, EPUB and Kindle. Book excerpt: Since 1985, national economies have become increasingly integrated into a global network. At the same time, both population and production in developing countries are becoming concentrated in urban regions. This, in turn, has generated demands for more local autonomy, shifting more decision making to sub-national levels. Globalization is expected to continue leading to greater openness and international mobility of capital and people. There are few reasons to believe that these trends will abate—if anything, they are likely to intensify the focus on cities and sharpen competition among these for international and local resources. This volume underscores the transformative role of globalization and urbanization and shows the interplay between the two forces.

In developing and transition economies, 60 to 80 percent of all passenger and freight transport moves by road-the main form of access for most rural communities. Yet most of the 11 million kilometers of roads in these economies are badly maintained and poorly managed. This paper discusses one of the most effective ways to promote sound policies for managing and financing road networks--commercialization. It discusses the emerging central concept of bringing roads into the marketplace, putting them on a fee-for-service basis, and managing them like a business.

The first looks at harmonising sectoral priorities and shows that environmental health can target at least as much disease as the health sector. The second part provides environmental health assessment guidelines. The third part looks at the results of a pilot project to put theory into practice in Ghana.

Available in PDF, EPUB and Kindle. Book excerpt: The Indian pharmaceutical market ranks as the world's third largest in terms of volume, and has been growing at an annual rate of over 10 per cent over the last decade. Pharmaceutical policy in India is perceived primarily from an industrial perspective rather than a health sector priority, and is governed by a complex variety of laws and policies. This report reviews recent policy initiatives and their economic and health sector implications. It considers the profound gap that exists between the benefits which pharmaceuticals have to offer, and the reality that for millions of poor people in India medicines are often unaffordable, unsafe or improperly used. The report outlines some strategic options that could strengthen India's ability to ensure the availability, affordability, quality and rational use of essential medicines on a sustainable basis, using a mix of public and private sector resources.

Currently many of the new businesses are being established in the larger urban areas but similar new businesses need to develop at the regional level. This book, based on in-depth case studies of more than 70 companies across 13 regions in Russia, examines four areas key to institutional development, and formulates policy recommendations. Topics include: the determinants of inter-enterprise competition and market structure at the local level; the regulatory regime governing the price, supply and access to local infrastructure services; access to corporate finance in regional markets; and the legal system for resolution of commercial disputes.

Available in PDF, EPUB and Kindle. Book excerpt: There are groups who oppose development projects that displace people from their lands and livelihoods and demand that such projects should not be undertaken. While this demand is unrealistic, the concern to save people is legitimate. The real issue then is to undertake development in a way that ensures minimum disruption and helps those relocated to share its benefits. This report, thus, shows the way forward and emphasizes the need to adopt credible policies that minimize displacement, properly compensate those relocated to make development possible, and give them a permanent stake in project benefits. Besides these, it takes stock of issues like poverty, unemployment, health, local government and decentralization, child labour, and how women fare across social indices. Complete with a social development index which ranks Indian states, this report will be a useful primary source and research tool.
