These are some of the ethical and moral quandaries that we should address now, as robots and other intelligent devices become more widely used and more technically sophisticated. In this volume in the MIT Press Essential Knowledge series, philosopher Mark Coeckelbergh does just that. He considers a variety of robotics technologies and applications—from robotic companions to military drones—and identifies the ethical implications of their use. Questions of robot ethics, he argues, are not just about robots but, crucially and importantly, are about humans as well. Coeckelbergh examines industrial robots and their potential to take over tasks from humans; “social” robots and possible risks to privacy; and robots in health care and their effect on quality of care. He considers whether a machine can be moral, or have morality built in; how we ascribe moral status; and if machines should be allowed to make decisions about life and death. When we discuss robot ethics from a philosophical angle, Coeckelbergh argues, robots can function as mirrors for reflecting on the human. Robot ethics is more than applied ethics; it is a way of doing philosophy.

Since engineering educations do not yet offer the necessary competences to analyze, holistically assess, and constructively mitigate these risks, new alliances must be established between engineering and SSH disciplines, with special emphasis on the humanities (i.e. disciplines specializing in the analysis of socio-cultural interactions and human experience). The Robophilosophy Conference Series was established in 2014 with the purpose of creating a new forum and catalyzing the research discussion in this important area of applied humanities research, with focus on robophilosophy. Robophilosophy conferences have been the world’s largest venues for humanities research in and on social robotics. The book at hand presents the proceedings of Robophilosophy Conference 2020: Culturally Sustainable Social Robotics, the fourth event in the international, biennial Robophilosophy Conference Series, which brought together close to 400 participants from 29 countries. The speakers of the conference, whose contributions are collected in this volume, were invited to offer concrete proposals for how the Humanities can help to shape a future where social robotics is guided by the goals of enhancing socio-cultural values rather than by utility alone. The book is divided into 3 parts; Abstracts of Plenaries, which contains 6 plenary sessions; Session Papers, with 44 papers under 8 thematic categories; and Workshops, containing 25 items on 5 selected topics. Providing concrete proposals from philosophers and other SSH researchers for new models and methods, this book will be of interest to all those involved in developing artificial ‘social’ agents in a culturally sustainable way that is also – a fortiori – ethically responsible.

Book excerpt: A provocative attempt to think about what was previously considered unthinkable: a serious philosophical case for the rights of robots. We are in the midst of a robot invasion, as devices of different configurations and capabilities slowly but surely come to take up increasingly important positions in everyday social reality—self-driving vehicles, recommendation algorithms, machine learning decision making systems, and social robots of various forms and functions. Although considerable attention has already been devoted to the subject of robots and responsibility, the question concerning the social status of these artifacts has been largely overlooked. In this book, David Gunkel offers a provocative attempt to think about what has been previously regarded as unthinkable: whether and to what extent robots and other technological artifacts of our own making can and should have any claim to moral and legal standing. In his analysis, Gunkel invokes the philosophical distinction (developed by David Hume) between “is” and “ought” in order to evaluate and analyze the different arguments regarding the question of robot rights. In the course of his examination, Gunkel finds that none of the existing positions or proposals hold up under scrutiny. In response to this, he then offers an innovative alternative proposal that effectively flips the script on the is/ought problem by introducing another, altogether different way to conceptualize the social situation of robots and the opportunities and challenges they present to existing moral and legal systems.

As the work progressed, however, and by the time the first painful fifty pages had been put on paper and tom up again, I became more and more aware that I had emerged out of the initial period of reading and study with convictions and aspirations which it would be difficult tot clothe in the sober garments of modesty and reserve rightly prescribed for a University thesis. Soon after the last words of the manuscript were written (March 1934) it furthermore became clear that owing to the pressure of other work, presentation in thesis form would mean indefinite delay, delay which would almost certainly render a complete revision inevitable. These considerations have led me to the decision to send out my brazen unkempt first-born under his own flag, to meet what ever fate he deserves. In so doing I have one great regret. Time, that relentless foe of the writer on current events, has not allowed me to weave into the text all of the wise and helpful suggestions which my academical sponsor, Professor H. Parker Willis, with his generous understanding of a young writer's problems and ambitions, has so kindly offered. Had I been able to do so, this little book would have presented a far more polished aspect.

Book excerpt: The deployment of Autonomous Weapons gives rise to ongoing debate in society and at the United Nations, in the context of the Convention on Certain Conventional Weapons. Yet little empirical research has been done on this topic. This volume fills that gap by offering an empirical study based on military personnel and civilians working at the Dutch Ministry of Defence. It yields insight into how Autonomous Weapons are perceived by the military and general public; and which moral values are considered important in relation to their deployment. The research approach used is the Value-Sensitive Design (VSD) method that allows for the consideration of human values throughout the design process of technology. The outcome indicates that military personnel and civilians attribute more agency (the capacity to think and plan) to an Autonomous Weapon than to a Human Operated Drone. In addition, it is clear that common ground exists between military and societal groups in their perception of the values of human dignity and anxiety. These two values arise often in the discourse, and addressing them is essential when considering the ethics of the deployment of Autonomous Weapons. The text of this volume is also offered in parallel French and German translation.

Die Roboter- oder Maschinenethik simuliert im Moment die menschliche Moral in ausgewählten Aspekten bei Maschinen. Technische Geräte nehmen in unserer Gesellschaft einen sehr hohen Stellenwert ein. Während Radios, Fernseher und Telefone Vorreiter waren, sind es mittlerweile kabellose Kopfhörer, Smart-TVs und Smartphones, die uns in unserem Alltag begleiten. Alles wird intelligenter – selbst Uhren, die bisher nur die Zeit ansagen konnten, besitzen heute einen Bildschirm, sind mit dem Internet verbunden und können das Wetter anzeigen oder die Fitness messen. So wird deutlich, dass die Menschen immer mehr mit der Technik verschmelzen. Ein Roboter ist eine sensomotorische Maschine, die bestimmte Aktionen ausführen kann und über mindestens drei unterscheidbare Ebenen freier Beweglichkeit verfügt.

After all, infidelity as a breach of sexual monogamy is relegated nowadays, in liberal countries, to the private sphere of personal relations. Apostasy is rendered, in liberal societies, not as an act of betrayal, but rather a basic human right. Avishai Margalits concern with apostasy is not a concern with theology, namely with God but with philosophical anthropology, namely with human beings. He believes that the main challenge to anyone who believes in the project of ethics, and in the importance and viability of the notion of betrayal, is to disentangle the notion of betrayal from its feudal underpinnings. In his concept of a decent society, Margalit succeeds in incorporating into any political pragmatism an indispensable ethical and moral dimension which is constitutionally and consistently orientated to the basic principle of human dignity. Perspectives from philosophy, ethics, law, and policy are applied to a wide variety of enhancements, including integration of technology within human bodies, as well as genetic, biological, and pharmacological modifications. Humans may be permanently or temporarily enhanced with artificial parts by manipulating (or reprogramming) human DNA and through other enhancement techniques (and combinations thereof). We are on the cusp of significantly modifying (and perhaps improving) the human ecosystem. This evolution necessitates a continuing effort to re-evaluate current laws and, if appropriate, to modify such laws or develop new laws that address enhancement technology. A legal, ethical, and policy response to current and future human enhancements should strive to protect the rights of all involved and to recognize the responsibilities of humans to other conscious and living beings, regardless of what they look like or what abilities they have (or lack). A potential ethical approach is outlined in which rights and responsibilities should be respected even if enhanced humans are perceived by non-enhanced (or less-enhanced) humans as “no longer human” at all.
