Democracy is often described in two opposite ways, as either wonderfully resilient or dangerously fragile. Both characterizations can be correct, depending on the context. When Democracy Breaks aims to deepen our understanding of what separates democratic resilience from democratic fragility by focusing on the latter. The volume's collaborators--experts in the history and politics of the societies covered in their chapters--explore eleven episodes of democratic breakdown, from ancient Athens to Weimar Germany to present-day Russia, Turkey, and Venezuela. Strikingly, in every case, various forms of democratic erosion long preceded the final democratic breakdown. Although no single causal factor emerges as decisive, linking together all of the episodes, some important commonalities--including extreme political polarization, explicitly anti-democratic political actors, and significant political violence--stand out across the cases. Moreover, the notion of democratic culture, while admittedly difficult to define and even more difficult to measure, may play a role in all of them. Throughout the volume, the contributors show again and again that the written rules of democracy are insufficient to protect against tyranny. While each case of democratic decay is unique, the patterns that emerge shed much light on the continuing struggle to sustain modern democracies and to assess and respond to the threats they face.

Aviezer Tucker examines how the political philosophy of Jan Patocka (1907-1977), founder of Charter 77, influenced the thinking and political leadership of Vaclav Havel as dissident and president. The Philosophy and Politics of Czech Dissidence from Patocka to Havel is the first serious treatment of Havel as philosopher and Patocka as a political thinker. Through the Charter 77 dissident movement in Czechoslovakia, opponents of communism based their civil struggle for human rights on philosophic foundations, and members of the Charter 77 later led the Velvet Revolution. After Patocka's self-sacrifice in 1977, Vaclav Havel emerged a strong philosophical and political force, and he continued to apply Patocka's philosophy in order to understand the human condition under late communism and the meaning of dissidence. However, the political/philosophical orientation of the Charter 77 movement failed to provide President Havel with an adequate basis for comprehending and responding to the extraordinary political and economic problems of the postcommunist period. In his discussion of Havel's presidency and the eventual corruption of the Velvet Revolution, Tucker demonstrates that the weaknesses in Charter 77 member's understanding of modernity, which did not matter while they were dissidents, seriously harmed their ability to function in a modern democratic system. Within this context, Tucker also examines Havel's recent attempt to topple the democratic but corrupt government in 1997-1998. Book excerpt: The material effects of World War II, in combination with Eastern Europe's disappointingly undemocratic interwar history, placed radical social change on the postwar agenda across the region and shaped the debates that took place in immediate postwar Czech society. These debates adopted both a cultural form, in struggles over the meaning of the recent past and the nation's position on the East-West continuum, and a directly political form, in battles over the meaning of socialism. The Struggle for the Soul of the Nation examines the most important and politically resonant fields of historical and cultural debate in Czech society immediately after World War II. Bradley Abrams finds that communist public figures were largely successful in controlling debate over the nation's recent past--the interwar First Republic and the experiences of Munich and World War II--and over its location on the East-West continuum. This success preceded and was mirrored in the struggles over the political issue of the times: socialism. The communists engaged their political foes in the democratic socialist and Roman Catholic camps, and, surprisingly, found significant support from a major Protestant church. Abrams's careful reading of major publications re-creates a postwar mood sympathetic to radical social change, questioning the standard view of the communists' rise to power. This book not only contributes to the specific literature on Czech history, but also raises questions about the relationship between war and radical social change, about the communist takeover of the region, and about the role of intellectuals in public life.
