In particular, it addresses the much debated questions of why Communist Party officials at the local level embraced market reform despite its potentially detrimental effects on their power, and how the choices they made have shaped institutional changes and the pattern of development in the economies under their jurisdiction. In contrast to most recent studies of local governments in China, which have tended to explain local state activism in terms of the economic interests of local government officials, this book highlights the role that political interests have played in shaping economic behaviour. The contention is that the active involvement of local governments in the economy has been motivated not only by a desire to seek economic benefits, but also, and more importantly, by political considerations. In Marketization and Democracy in China, Jianjun Zhang questions whether China’s market reforms have created favorable social conditions for democracy, whether the country’s emerging entrepreneurial class will serve as the democratic social base, and the role of government in the process of transition. Based upon a careful analysis of two regions—Sunan and Wenzhou —the two prototypical local development patterns in China, Zhang finds that different patterns of economic development have produced distinct local-level social and political configurations, only one of which is likely to foster the growth of democratic practices. Having partially decontrolled the economy in the early 1980s, economic reformers baulked at price reform, opting instead for a hybrid system wherein commodities had two prices, one fixed and one floating. Depressed fixed prices led to 'resource wars', as localities battled each other for control over undervalued commodities while inflated consumer goods prices fuelled a headlong investment boom that saturated markets and led to the erection of import barriers. Although local rent seeking and protectionism appeared to carve up the economy, in reality they had not only pushed prices to market levels and cleared the way for sweeping reforms in the 1980s, they had also pushed China past the 'pitfalls' of reform that entrapped other socialist economies.
