Long-standing debates have heated up in recent years with the expansion of the European Union and increasingly sharp political and cultural differences between the United States and Europe. In Inequality and Prosperity, Jonas Pontusson provides a comparative overview of the two major models of labor markets and welfare systems in the advanced industrial world: the "liberal capitalist" system of the United States and Britain and the "social market" capitalism of northern Europe. These two models balance concerns of efficiency and equity in fundamentally different ways. In the 1990s the much-heralded forces of globalization (together with demographic changes and attendant political pressures) seemed to threaten the very existence of the social-market economies of Europe. Were the social compacts of Sweden and Germany outmoded? Would varieties of capitalism remain possible, or were labor-market and social-welfare arrangements converging on the U.S. norm? Pontusson opposes the notion of inevitable convergence: he believes that social-market economies can survive and indeed flourish in the contemporary world economy. He bases his argument on an enormous amount of highly specialized research on eighteen countries, using national-level data for the last thirty years. We assess the efficacy of each in light of the 2004 Australian election. This election is particularly interesting both because of innovations in each forecasting technology, and also because the increased majority achieved by the Coalition surprised most pundits. While the evidence for economic voting has historically been weak for Australia, the 2004 election suggests an increasingly important role for these models. The performance of polls was quite uneven, and predictions both across pollsters, and through time, vary too much to be particularly useful. Betting markets provide an interesting contrast, and a slew of data from various betting agencies suggests a more reasonable degree of volatility, and useful forecasting performance both throughout the election cycle and across individual electorates.

On the basis of an analysis of social welfare in varying types of market systems and in certain democratic political systems, Democracy and Markets illuminates alternative directions for institutional reform. Examining in detail the experiences of several democratic European countries, John R. Freeman considers whether a mixed ownership structure is preferable to a private ownership structure; and whether a pluralist type of democratic politics is preferable to a corporatist type. Freeman compares the benefits of the two economic and two political systems separately, and then analyzes the workings of four basic political economies. This analysis yields a welfare taxonomy for alternative forms of democratic capitalism and more specifically a characterization of the blends of collective gain and distributional equity that can be achieved in the four systems. Freeman demonstrates the validity of this taxonomy through an empirical investigation of the political economies of Britain, Austria, Sweden, and Italy. Under current conditions, he concludes, the corporatist-mixed system produces the most desirable blend of welfare outcomes.

Book excerpt: Local government is the hidden leviathan of American politics: it accounts for nearly a tenth of gross domestic product, it collects nearly as much in taxes as the federal government, and its decisions have an enormous impact on Americans' daily lives. Yet political scientists have few explanations for how people vote in local elections, particularly in the smaller cities, towns, and suburbs where most Americans live. Drawing on a wide variety of data sources and case studies, this book offers the first comprehensive analysis of electoral politics in America's municipalities. Arguing that current explanations of voting behavior are ill suited for most local contests, Eric Oliver puts forward a new theory that highlights the crucial differences between local, state, and national democracies. Being small in size, limited in power, and largely unbiased in distributing their resources, local governments are "managerial democracies" with a distinct style of electoral politics. Instead of hinging on the partisanship, ideology, and group appeals that define national and state elections, local elections are based on the custodial performance of civic-oriented leaders and on their personal connections to voters with similarly deep community ties. Explaining not only the dynamics of local elections, Oliver's findings also upend many long-held assumptions about community power and local governance, including the importance of voter turnout and the possibilities for grassroots political change.
