Book excerpt: The growth of the terrorism threat to the nation's security has created significant strategic challenges for U.S. armed forces in fighting this global war on terrorism (GWOT). For the Navy, the challenges have centered on developing maritime capabilities to prosecute the GWOT as far forward as possible. To assist the Navy's planning in this area, the former Chief of Naval Operations requested the NRC to conduct an assessment of the adequacy of and prospects for improving the role of Naval Forces in the GWOT. The study developed a defense-in-depth framework as the organizing principle for the report. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of an executive summary that presents an assessment of the transformation of naval forces for addressing the GWOT; a brief description of the defense-in-depth framework; and a list of findings and major recommendations.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. From Confederate commerce raiders in the nineteenth century, to Somali pirates today, even the most minor of maritime forces can become a key player on a global stage. Examining a broad range of examples, this volume addresses the roles and activities of small navies in the past and the present at the national, regional and international level. In particular, it focusses on the different ways in which such forces have identified and addressed national and international security challenges and the way in which they interact with other navies and security agencies. In addition the collection also investigates the relationship of such navies with non-governmental organisations, institutions and bodies in pursuit of broader maritime goals, be they political, financial or environmental. Adopting an interdisciplinary approach drawing on the best new research from the fields of international relations, security studies, strategic studies and maritime history, the book examines the diversity of experience amongst different smaller navies and also establishes areas of similarity. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. This book considers how all these strands of international politics can be better understood for use in the 21st century. The book explains and defines naval diplomacy, with existing theoretical frameworks being critically analysed. It reviews over 500 incidents from the post-Cold War era, drawing on this empirical evidence to determine that naval diplomacy remains a potent means of 21st century statecraft. It finds that existing understanding of naval diplomacy is insufficient and offers an alternative model, drawing on basic communication and stakeholder theories.
