MCDP 1-2 supersedes Fleet Marine Force Manual (FMFM) 1-1, Campaigning, of 1990. MCDP 1-2 retains the spirit, scope, and basic concepts of its predecessor. MCDP 1-2 further develops and refines some of those concepts based on recent experiences, continued thinking about war, and the evolving nature of campaigning in the post-Cold War world. The new version of Campaigning has three significant additions: an expanded discussion of the linkage between strategic objectives and the campaign, a section on conflict termination, and a section titled "Synergy" that describes how key capabilities are harmonized in the conduct of a campaign to achieve the strategic objective. These additions have been derived from the development of the other doctrinal publications in the MCDP series and joint doctrine.

It has caused energetic debate and has been translated into several foreign languages, issued by foreign militaries, and published commercially. It has strongly influenced the development of doctrine by our sister Services. Our current naval doctrine is based on the tenets of maneuver warfare as described in that publication. Current and emerging concepts such as operational maneuver from the sea derive their doctrinal foundation from the philosophy contained in Warfighting. Our philosophy of warfighting, as described in the manual, is in consonance with joint doctrine, contributing to our ability to operate harmoniously with the other Services. That said, I believe WarfIghting can and should be improved. Military doctrine cannot be allowed to stagnate, especially an adaptive doctrine like maneuver warfare. Doctrine must continue to evolve based on growing experience, advancements in theory, and the changing face of war itself. It is in this spirit that Warfighting has been revised, and this publication, Marine Corps Doctrinal Publication 1, supersedes Fleet Marine Force Manual I. I have several goals for this revision. One goal is to enhance the description of the nature of war--for example, to emphasize war's complexity and unpredictability and to widen the definition of war to account for modern conflict's expanding forms. Another goal is to clarify the descriptions of styles of warfare. A third goal is to clarify and refine important maneuver warfare concepts such as commander's intent, main effort, and critical vulnerability. It is my intent to do this while retaining the spirit, style, and essential message of the original. Very simply, this publication describes the philosophy which distinguishes the U.S. Marine Corps. From the emergence of its initial methodologies in the late 1990s, military design thinking’s development rapidly accelerated in the mid-2000s in response to perceived failures of existing military doctrine and practice to adapt to the wars of the early 21st century. To establish a foundation for exploring the significance of the challenge military design thinking presented to dominant approaches to warfare, the early chapters in the book examine the ontology and epistemology of military doctrine, which is defined as a written expression of a military’s institutional belief system regarding how to wage war. They also explain how attempts to incorporate military design thinking into doctrine ultimately led to its assimilation into this belief system, requiring military design thinkers to continue to explore and develop the field outside of doctrine. Since the mid-2010s, non-doctrinal military design methodologies have become increasingly prominent within several Western militaries, including the US, Canada, UK, Australia, and several European militaries. Later chapters offer an exploration of the paradigms underlying non-doctrinal as well as doctrinal design methodologies. Book excerpt: "Air Force basic doctrine asserts that the precise application of force can reliably generate desired, discriminate effects at the strategic level of war. A deconstruction of that assertion reveals three necessary assumptions: the ability to clearly define desired discriminate effects at the strategic level of war, the ability to trace the desired discriminate effects back to a triggering action, and the ability to ensure that the actual effects generated by the triggering action are only the discriminate ones being sought. This paper presents evidence that these assumptions suffer from important conceptual weaknesses that are amplified when examined from the perspective of nonlinear and complex systems. Further evidence suggests that technological fixes are not likely to resolve these weaknesses nor produce the strategic efficiencies implied by the doctrinal concept. In fact, such fixes could increase the potential for small errors to combine in unexpected ways to create a system accident, where outcomes diverge in significant and undesirable ways from the intended discriminate strategic effect. This paper cautions against using the term "precision" in ways that imply congruency between technology and war, and recommends that doctrine clearly differentiate technical exactness from strategic correctness. It concludes that effect-based approaches can foreclose adversary option sets with far more reliability than compelling specific, predetermined behaviors, and it emphasizes the need to ensure that adaptation remains a fundamental feature of any effects-based concept."--Abstract.
