This report (the Report) forms part of Subtopic 5.3 "Optimized Installation, Operation and Maintenance Strategies Study" which in turn is part of the "Removing Market Barriers in U.S. Offshore Wind" set of projects for the DOE. The purpose of Subtopic 5.3 is to aid and facilitate informed decision-making regarding installation and O & M during the development, installation, and operation of offshore wind projects in order to increase efficiency and reduce the levelized cost of energy (LCoE). Given the large area of U.S. territorial waters, the generally higher mean wind speeds offshore, and the proximity to the coast of many large U.S. cities, offshore wind power has the potential to become a significant contributor of energy to U.S. markets. However, for the U.S. to ensure that the development of offshore wind energy projects is carried out in an efficient and cost-effective manner, it is important to be cognizant of the current and emerging practices in both the domestic and international offshore wind energy industries. The U.S. can harness the experience gained globally and combine this with the skills and assets of an already sizeable onshore wind industry, as well as the resources of a mature offshore oil and gas industry, to develop a strong offshore wind sector. The work detailed in this report is aimed at assisting with that learning curve, particularly in terms of offshore specific installation and O & M activities. This Report and the Installation and O & M LCoE Analysis Tool, which were developed together by GL GH as part of this study, allow readers to identify, model and probe the economic merits and sensitivities of various approaches to construction and O & M practices, using illustrative offshore projects across a wide range of alternative offshore development areas located in U.S. waters. The intention is to assist decision-makers in clearly understanding the relative economic benefits of both conventional and novel construction installation methodologies and maintenance techniques within the critical parameters of a Project's LCoE.

A comprehensive literature review has been undertaken in the areas of offshore wind farm maintenance strategies, offshore wind turbine reliability and accessibility issues, and CO2 emissions associated with maintenance expeditions for offshore wind farms. The limitations and disadvantages of current maintenance practices are identified and a planned intervention maintenance policy is proposed and examined in detail. To help design a planned intervention maintenance policy, the offshore wind farm parameters that affect its technical and economical viability have been identified, which become the foundation for developing computer based models using Monte Carlo simulations to quantify the maintenance practices of the planned intervention maintenance policy. Different scenarios of the proposed solution are investigated to help quantify the technical and economical benefits over the current maintenance practises, in terms of wind farm availability, cumulative energy output, production cost of energy and CO2 emissions. The research on the reliability of offshore wind turbines has shown that the power converter system is a critical item that suffers from high failure rates. This thesis reports upon the investigation of a hot standby redundancy on the wind turbine power converter system. A redundancy model is deployed to simulate the planned intervention maintenance policy for different offshore wind farm case studies in order to establish the effects of the hot standby redundancy on the offshore wind turbine operational performance. The novel contribution of this work is claimed to be in the development of dedicated models for the reliability, availability and maintenance of offshore wind farms, which should lead in establishing a technical and economic benchmark for the parameters affecting offshore wind farms.

However, offshore wind energy is still twice as expensive as onshore wind. The Operational Expenses (OPEX) are responsible for a substantial portion. They constitute 25 to 30% of the total costs. Therefore, it is essential that market-leading operators like Ørsted redefine their maintenance strategies to make the sustainable technology more competitive. Digitalization has opened the doors to monitor the health state of the wind turbines and apply maintenance based on the risk to failure, but little investigation has been conducted to understand what is the actual impact of shifting to a condition-based maintenance strategy. This thesis develops a decision support tool for identifying the most cost-effective solutions for the medium to long-term maintenance planning of offshore wind farms. The model is based on time domain Monte Carlo simulations that analyze weather conditions, i.e., wind speed and wave height, models wind turbine failures and transportation systems such as Crew Transfer or Jack-up vessels, and schedules corrective, preventive and condition-based tasks. The model is tested on a hypothetical 80 wind turbine wind farm in the North Sea for a 10 years operation. The results show that Time-based Availability and Energy-based Availability increase more than 2% with a condition-based strategy. Production losses are reduced 10.72%.

One way in which these costs could be reduced is through use of a structural health and prognostics management (SHPM) system as part of a condition-based maintenance paradigm with smart loads management. Our paper contributes to the development of such strategies by developing an initial roadmap for SHPM, with application to the blades. One of the key elements of the approach is a multiscale simulation approach developed to identify how the underlying physics of the system are affected by the presence of damage and how these changes manifest themselves in the operational response of a full turbine. A case study of a trailing edge disbond is analysed to demonstrate the multiscale sensitivity of damage approach and to show the potential life extension and increased energy capture that can be achieved using simple changes in the overall turbine control and loads management strategy. Finally, the integration of health monitoring information, economic considerations such as repair costs versus state of health, and a smart loads management methodology provides an initial roadmap for reducing operations and maintenance costs for offshore wind farms while increasing turbine availability and overall profit.

Secondly, a distribution and analysis of the basics costs of wind energy is carried out, with the main purpose of having an overview about all the costs of a wind farm. In third place, the operation and maintenance costs, the main topic of the thesis, are introduced and explained in a deeper way, giving different approaches to classify this costs. Then, a first approach to a strategy to reduce O&M costs is given: combining the maintenance activities with the harvest mussel. Consecutively, an analysis of the O&M costs is carried out taking into account different drive trains and types of generators, in order to see how the different generators affect to different wind farms located near and far from shore. Follow up, another study about the failure rate of each subassembly of the wind farm, the repair times and the unscheduled maintenance is analysed. With this information, the components who contribute the most to the O&M costs will be highlighted. After that, the report will move on to show which is the best strategy and the equipment that must be chosen for each wind farm with different characteristics in order to reduce the O&M costs. Therefore, for each strategy, the repair costs, the revenue losses and the total O&M costs will be given. Finally, the report will give an approach to find out a feasible maintenance solution for the blade wind turbine by determining an inspection interval and a repair limit.

The huge potential capacity and relative maturity compared to other offshore technologies has resulted in a strong commercial focus on offshore wind, particularly in Europe. However, costs of offshore wind remain significantly higher than conventional generation approaches as well as onshore wind. Reducing the cost associated with operations and maintenance of offshore wind remains a key challenge in decreasing lifetime cost of energy and achieving cost parity with alternative generation technologies. The combination of nascent turbine and infrastructure design, moving into more challenging sea state and wind environments and the highly commercial nature of the industry has prevented the maintenance costs of offshore wind being adequately reduced through early operating experience alone. In order to accelerate the reduction of costs and critically to understand the uncertainty associated with future sites and novel operating strategies, it is necessary to simulate maintenance operations. This thesis has developed an offshore wind operations and maintenance expenditure model and specified a decision support methodology for this purpose. The models enable the quantification of the influence of cost drivers for current and future offshore wind farms and provide an improved understanding of the uncertainty associated with operating decisions. Using the developed models, a detailed sensitivity analysis of the influence on lifetime costs from operational climate, failure behaviour, wind farm configuration and external cost drivers has been carried out to provide new insights on the industry. Operational climate and failure behaviour are identified as the critical cost drivers and sources of uncertainty currently. In addition, a detailed analysis of operational strategies for major repairs that involve the use of high cost, specialist vessels has been carried out for the first time, identifying the strengths and weaknesses of different strategies. Finally, a case study demonstrating how decision support models can be used to determine the optimal strategy choices for operators and reduce uncertainty has been performed. The analysis in this thesis provides new insights on the industry and the developed methodologies have the potential to deliver significant financial savings in the future.
