It was understood that the individual continental economies could not achieve the requisite level of industrial development to meet their respective development objectives due to the colonial policy of balkanisation, which divided the continent into small, economically unviable units. In 1992, the Southern African Development Community (SADC) adopted developmental integration, an approach to regional integration to engender industrialisation and address the region’s development challenges. This book offers a critical assessment and examination of this approach as to how it has influenced the industrialisation process in Southern Africa. If so, why has it failed to accelerate the region’s industrialisation and structural transformation process? It contributes significantly to cross-cutting development debates on the African continent, particularly in southern Africa. More importantly, in understanding the nexus between developmental integration and industrialisation.

Development, in this book, has been defined in a context that projects it as a multidimensional and complex process which seeks to enhance the human, social, economic and cultural welfare of the people. This book calls for a rethinking of trade and industry for Africa's development. It uses data drawn from national development plans and strategies, and trade and industry issues have been prioritized at the continental level, in key policy documents. On the whole Africa's industry and trade performance have been poor in spite of national, regional, and continental plans. The contributors to this volume propose some alternative strategies and policies which are necessary for trade and industry to grow and to contribute to the well-being of Africa's people. It calls for a developmental trade and industry policy which, fundamentally, must be people-centred. African states should invest time, energy and resources to develop policies which will take into consideration African realities.The different contributors are aware that Africa has experienced strong economic growth in the recent past but this growth has largely been due to a strong demand for Africa's primary commodity exports. It has also been a result of increases in productivity and domestic investment and remittances from Africans living in the Diaspora. It is important to note that despite this unprecedented growth performance, the impact of trade and industry on development has been limited. The book argues that a structural transformation of Africa's economies is inevitable if Africa is to achieve the shift from the dominant paradigm of production and export of primary goods. The various contributors to this book agree that there is need to rethink policy and strategy in order to achieve industrial development in Africa. There is no unique solution or answer that can fit all situations as African countries are not the same. While Africa can draw lessons from other regions which have successfully industrialized, this book argues that policies and strategies will have to be adapted to country-specific situations and circumstances.

Book excerpt: The Southern African Development Community (SADC) countries are rich in natural resources and in most of them their extractive industries extract and export natural resources with little industrial processing. This study analyzes the direct and indirect impacts that the extractive industries in the SADC countries have on their economic growth. The study also examines the hypothesis of economic convergence. Its empirical results are based on data from the 11 founding SADC countries covering the period 2004-17. The results show that despite the process of integration, the SADC economies do not converge in terms of per capita incomes. The extractive industries have direct negative impacts on the countries' economic growth thus providing evidence of a resource curse. Extractive industries in South Africa, Botswana, and Namibia have positive direct impacts on their economic growth. However, in terms of indirect impacts, the extractive industries do not have any impact on GDP because their impact on manufacturing, human capital, public expenditure, economic openness, exchange rate, and inflation is insignificant. The study also shows that GDP, the colonial path followed by these countries, and inflation have a negative but insignificant impact on extractive industries, while manufacturing, government expenditure, and economic openness have positive but insignificant impacts in all SADC countries. Human capital and exchange rate are the only factors that have both significant positive and negative impacts on economic growth, respectively.

From being used as an instrument in the overlaying conflict between apartheid South Africa and the rest of the region, it can now be constructively used to improve regional development. This study examines a number of decisive factors for future southern African regionalization. One of its conclusions is that the process will mainly be spontaneous, rather than politically guided. Functional integration in sectors like hydropower, water management, transport, and communication is easier to envisage than traditional trade integration. Investments rather than trade will be the driving force. Threats to the three main interrelated components of a positive scenario for the region -- high economic growth, political stability, and absence of major armed conflicts between and within the countries -- are analyzed. The risk that regionalization by default may lead to enclaves of growth and wealth in a sea of poverty is noted.

Book excerpt: Inhaltsangabe:Abstract: The SADC Protocol on Trade lays the foundation for the planned free trade area in the SADC region. Its ratification is expected in the near future and therefore the question arises in how far the creation of the free trade area will affect the patterns of intraregional trade. After an examination of the framework of preferential and free trade agreements in the region this study employs a customised methodology based on Viner's theory of customs unions in order to identify those areas of trade that will be affected by trade creation or trade diversion effects. I have examined the trade creation and trade diversion potential of the most relevant goods for each of the twelve SADC countries, resolved to a 2 digit HS code level. These results were then put into relation to the overall macroeconomic situation in each country. There were a number of data problems that make the findings of this study less meaningful. However, to some extent this report can be seen as a best possible approximation and as a starting point for further and more detailed research. The overall findings can be summed up as follows: · South Africa is not going to be the only winner from the free trade area and especially its textile and clothing sector might suffer as a result. · There are virtually no trade creation and trade diversion effects to be expected for the BLNS countries but there is a good possibility of additional exports. Therefore, they are likely to profit the most. · Angola and Mozambique will probably experience the strongest trade creation and trade diversion effects. This will be triggered mainly by free trade with South Africa and the fact that their industrial base is very weak and has just started recovering. Book excerpt: We undertake an extended discussion of the latest developments about the existing and new estimation methods of the shadow economy. New results on the shadow economy for 158 countries all over the world are presented over 1991 to 2015. Strengths and weaknesses of these methods are assessed and a critical comparison and evaluation of the methods is carried out. The average size of the shadow economy of the 158 countries over 1991 to 2015 is 31.9 percent. The largest ones are Zimbabwe with 60.6 percent, and Bolivia with 62.3 percent of GDP. The lowest ones are Austria with 8.9 percent, and Switzerland with 7.2 percent. The new methods, especially the new macro method, Currency Demand Approach (CDA) and Multiple Indicators Multiple Causes (MIMIC) in a structured hybrid-model based estimation procedure, are promising approaches from an econometric standpoint, alongside some new micro estimates. These estimations come quite close to others used by statistical offices or based on surveys.
