Throughout the French empire, spas featuring water cures, often combined with “climatic” cures, thrived during the nineteenth century and the twentieth. Water cures and high-altitude resorts were widely believed to serve vital therapeutic and even prophylactic functions against tropical disease and the tropics themselves. The Ministry of the Colonies published bulletins accrediting a host of spas thought to be effective against tropical ailments ranging from malaria to yellow fever; specialized guidebooks dispensed advice on the best spas for “colonial ills.” Administrators were granted regular furloughs to “take the waters” back home in France. In the colonies, spas assuaged homesickness by creating oases of France abroad. Colonizers frequented spas to maintain their strength, preserve their French identity, and cultivate their difference from the colonized. Combining the histories of empire, leisure, tourism, culture, and medicine, Eric T. Jennings sheds new light on the workings of empire by examining the rationale and practice of French colonial hydrotherapy between 1830 and 1962. He traces colonial acclimatization theory and the development of a “science” of hydrotherapy appropriate to colonial spaces, and he chronicles and compares the histories of spas in several French colonies—Guadeloupe, Madagascar, Tunisia, and Réunion—and in France itself. Throughout Curing the Colonizers, Jennings illuminates the relationship between indigenous and French colonial therapeutic knowledge as well as the ultimate failure of the spas to make colonialism physically or morally safe for the French.

Book excerpt: The Killer Trail tells the tale of one of the most notorious atrocities to take place during the European 'scramble for Africa', a real life story of insane violence in the heart of an exotic continent that eerily prefigures fictional accounts such as The Heart of Darkness and Apocalypse Now. The Voulet-Chanoine mission left Dakar in 1898 for the centre of Africa and the region of Lake Chad with the aim of establishing effective borders between the French and British empires while 'pacifying' a notoriously belligerent region. Wreaking havoc as it went along, the mission degenerated into an extraordinary display of colonial violence and cruelty, leaving a trail of pillage, murder, and enslavement of the local inhabitants in its wake. When the story of its outrages reached Paris in 1899 there was a public uproar and a second mission was dispatched to investigate. Eventually, on July 14 1899, the two missions met and confronted each other in a dramatic shootout, which led Voulet and Chanoine to declare their independence from France and their desire to establish an African kingdom under their own rule. But their mad dreams of kingship were soon cut short when they fell prey to a mutiny among the African soldiers under their command in which they were both killed. The whole bizarre tale of Voulet and Chanoine's mission sharply divided opinion back home in France but was eventually explained away as the action of two deranged minds. Yet, as Bertrand Taithe shows, it was not simply a tale of individual insanity. In many ways, the actions of Voulet and Chanoine and their men simply took the violence of European colonialism to a logical extreme, while the way in which the whole affair was soon forgotten is highly revealing of western attitudes to imperial excess in Africa and elsewhere.

Lesser-known as a field of research, the study of tourism in colonial situations has begun to impose itself over the past decade as an important issue. Interestingly, in the colonial era, tourism was one element of the policies used by the colonial power to highlight its colony. The use of tourist activities for political ends was first confirmed in an October 2 1922 circular composed by the Minister of the Colonies, Albert Sarraut. This circular required all French overseas territories to organize and develop the tourism sector because, along with its economic benefits, “the tourist of today can be the colonist of tomorrow”. This theme, along with knowledge related more specifically to tourism – such as the creation of sites and tours, and the background of tourists – also contributes to sanitary, environmental, and planning questions, as well as issues concerning the construction of national sentiment. How did tourism develop in a territory during the period of colonial expansion? How are tourism and colonization related? What connections can be found between the two? Using archives and tourist publications, this book marks an unprecedented work of research into the enactment of tourism in Indochina. It places the establishment of tourism in this former French colony along with the tourism policies of Metropolitan France and the attempts to reproduce the organizations established in the Dutch East Indies and in Japan.
