Sus autores son funcionarios públicos pertenecientes a distintos órganos de la Administración Pública, Central y Autonómica, relacionados con la administración energética, que elaboran una explicación clara, objetiva e imparcial del texto de la norma. La obra no es una mera exposición de la legislación aplicable, ya que se cuida de recoger y explicar la tramitación parlamentaria de la norma, su relación con la Directiva 2003/55/CE del Parlamento Europeo y del Consejo, de 26 de junio de 2003, las diferencias y novedades introducidas por la Ley 12/2007, las resoluciones judiciales o administrativas referidas a esta norma, así como los comentarios doctrinales existentes sobre la misma. Todo ello, a los efectos de reforzar el carácter práctico, aspirando a convertirse en el manual de referencia para los agentes que intervienen en el sector del gas natural. El libro aborda las partes comunes y la parte específica de la Ley 34/1998, de 7 de octubre del Sector de Hidrocarburos referidas al gas natural. Aborda el estudio del Título I, Disposiciones Generales, del Título IV relativo a la ordenación del suministro de gases combustibles por canalización, del Título V sobre derechos de ocupación del dominio público, expropiación, servidumbres y limitaciones de la propiedad y del Título VI sobre infracciones y sanciones, así como las disposiciones finales, adicionales y transitorias relacionadas con estas partes.
