Book excerpt: The Nature and command of the available forces; inter-organizational coordination; coherence between politics, strategy, operations and tactics; and finally, time. Wellington, Spínola and Petraeus led the effort of vast civilian and military teams that, at different periods of history and in distinct geographical settings, had the opportunity to apply a holistic command using, to varying degrees, the above four dimensions. What they achieved from the experiences they led, and the doctrines they used, from what the reality on the ground showed to them and from the concurrent political decisions that were imposed on them, limiting their own political and strategic action, is all an important part of this comprehensive study. By studying the applicability in the situations of Wellington, Spínola and Petraeus, it was possible to extrapolate a general theory about the holistic command of war. One that is masterfully presented for discussion in this work.

Book excerpt: Of universal origin, born in Dominican Republic and a traveler around the world, has faced the changes or vicissitudes of earthly life, gaining a vast experience that qualifies him to touch issues of general interest in the social field. A Ph.d. in International Law, a degree holder in Social Communications Sciences, a journalist, with a master's degree in Social Work major in Counseling, University Professor, Culture Worker, was an Honorary Member of President Bill Clintons Second Term Committee, Member of the Library of Congress of the United States, Honorary Professor of Lakota St. Josephs Indian School. In his multiple abilities, he can be defined as a scholar of the idiosyncrasy of man. And therefore, as Terence, nothing of that which is human is alien to him, so it has been so easy for him to venture into literature, writing theatre script, stories, novels, poems and essays. Today he dares to introduce to us his book "Mechanisms and Procedures for a Political Action", a short essay summarizing the main techniques which the candidates in the political parties or social organizations for the design of their election campaigns, and for the selection of their team of government officials should turn to. It is a practical guide for National and International Political Science that can be applied in any democratic country.

Book excerpt: The Oxford Handbook of Spanish Politics provides a comprehensive and comparative overview of the Spanish political system through the lens of political science. It aims to move away from a complacent analysis of Spanish democracy and provide a nuanced view of some of its strengths and challenges. The Handbook introduces Spanish politics to an international audience of scholars and practitioners. It is structured around six sections that cover Spain's political history, institutional changes, elections, civil society, policy-making, and foreign affairs. The volume brings together a distinguished group of 47 internationally renowned scholars who study Spain in its own right, or as a case among others in a comparative perspective. The contributors provide expert accounts of contemporary Spain, making the Oxford Handbook of Spanish Politics an invaluable resource for anyone interested in Spanish politics and government since the country's transition to democracy.

Book excerpt: This book explores the functioning of coal markets and their influence on ports and maritime economics since the second half of the nineteenth century. Each chapter includes case studies from different parts of the world, explaining the role played by coal in the expansion of the shipping industry. This book also explores regions usually neglected by the mainstream scholarly literature in this field. The relationship between steam engine technology and imperial expansion, how the emergence of global security was driven by maritime technological revolutions, and the connection between global seaports and the spread of global economic and political systems are also discussed. This book aims to highlight the important role seaports and fuel markets played in the evolution of international commercial flows and activities. Fuelling the World Economy will be useful for historians, economists, and geographers interested in maritime and energy issues, as well as researchers interested in transport and technology.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates demobilisation, disarmament and reintegration (DDR) in Colombia during the twentieth and twenty-first centuries. The six large peace processes and amnesties that took place in Colombia over this period were nation-led, providing an interesting case study for the wider DDR literature, which has historically focused on Africa and Asia. The continuous process of creating and demobilising illegal armed groups has been pivotal in building the Colombian state. Although the peace settlements and amnesties have brought renewed cycles of violence, they have also been key to the negotiation of democracy and citizenship rights for both ex-combatants and wider sectors of the population. Here the author analyses the role of DDR programmes in building state and citizenship. Comparing DDR during Alvaro Uribe’s presidency and the peace process with the FARC guerrilla under the presidency of Juan Manuel Santos, the book draws on extensive fieldwork conducted with local authorities, officers on the ground and ex-combatants themselves. It details the process of creating and implementing DDR policy and explores the difficulties, challenges and security dilemmas ex-combatants may face in integrating within a post-conflict society in social, economic and political dimensions. Bringing us right up to date with the implementation of the FARC's peace process and the challenges ahead in the reintegration of ex-combatants under a new president, this book will be of interest to scholars and researchers of politics and development in Colombia, and to those with an interest in peace-building, state-building and DDR in other countries and conflicts.

Book excerpt: Within Argentina, Juan Domingo Perón continues to be the subject of exaggerated and diametrically opposed views. A dictator, a great leader, the hero of the working classes and Argentina's “first worker”; a weak and spineless man dependent on his strongerwilled wife; a Latin American visionary; a traitor, responsible for dragging Argentina into a modern, socially just 20th century society or, conversely, destroying for all time a prosperous nation and fomenting class war and unreasonable aspirations among his client base. Outside Argentina, Perón remains overshadowed by his second wife, Evita. The life of this fascinating and unusual man, whose charisma, political influence and controversial nature continue to generate interest, remains somewhat of a mystery to the rest of the world. Perón remains a key figure in Argentine politics, still able to occupy so much of the political spectrum as to constrain the development of viable alternatives. Jill Hedges explores the life and personality of Perón and asks why he remains a political icon despite the 'negatives' associated with his extreme personalism.

Book excerpt: Eva Peron remains Argentina's best-known and most iconic personality, surpassing even sporting superstars such as Diego Maradona or Lionel Messi, and far outlasting her own husband, President Juan Domingo Peron himself a remarkable and charismatic political leader without whom she, as an uneducated woman in an elitist and male-dominated society, could not have existed as a political figure. In this book, Jill Hedges tells the story of a remarkable woman whose glamour, charisma, political influence and controversial nature continue to generate huge amounts interest 60 years after her death. From her poverty-stricken upbringing as an illegitimate child in rural Argentina, Peron made her way to the highest echelons of Argentinean society, via a brief acting career and her relationship with Juan. After their political breakthrough, her charitable work and magnetic personality earned her wide public acclaim and there was national mourning following her death from cancer at the age of just 33.Based on new sources and first-hand interviews, the book will seek to explore the personality and experiences of 'Evita' and the contemporary events that influenced her and were in turn influenced by her. As the first substantive biography of Eva Peron in English, this book will be essential reading for anyone interested in modern Argentinean history and the cult of 'Evita'."

Book excerpt: The power of the military in Latin America has become well known in recent decades, as coups have brought numerous military regimes into office since 1960. Yet too often it is assumed, for example, that the region's armed forces have had no legitimate defence functions, or that military professionalism is only a recent development.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is a collection of essays of a philosophical nature on the subject of technology, introducing authors from the Portuguese-speaking community, namely from Portugal itself, Africa and Brazil. Their contributions detail a unique perspective on technology, placing this important topic within the historical, ideological and social contexts of their countries, all of which share a common language. The shared history of these countries and the cultural and economic specificities of each one have stimulated singular insights into these thinkers’ reflections. The essays are thematically diverse. Among the topics covered are technogenic knowledge, visions of technology, risks and uncertainties, mediatization, digitalization, and datafication, engineering practice and ethics, alternative technoscientific strategies, ontotechnologies of the body, virtual and archive. The contributions also explore other themes that are more closely related to the semi-peripheral world, such as technological dependence and the incorporation of Western technology into the social structure of ancestral communities. This book appeals to students and researchers and provides a voice to authors whose work are not usually available in English-language publications. It serves as an ideal guide for all those who seek rigorous and geographically widespread knowledge regarding thinking on technology in several Portuguese-speaking countries.
