En la Parte Especial se abordan las competencias de la Unión, distinguiendo, las relacionadas con el Mercado Interior, con la Unión Económica y Monetaria, las Competencias exclusivas de la Unión, las Competencias compartidas y de apoyo y coordinación, el Espacio de libertad, seguridad y justicia; y, finalmente, la política exterior de la Unión Europea. El Autor, Fernando Díez Moreno, pertenece al Cuerpo de Abogados del Estado desde 1971 y al Ilustre Colegio de Abogados de Madrid desde 1976. Doctor en Derecho por la Universidad de Salamanca desde 1981. Ha sido profesor de Derecho Comunitario Europeo en la Facultad de Derecho de la Universidad de Comillas y del Centro Universitario Villanueva. Estuvo destinado en la Delegación de Hacienda y Tribunales de Cáceres y Salamanca, hasta 1974. De allí pasó a la Asesoría Jurídica del Ministerio de Educación y Ciencia y, posteriormente, fue jefe de la Asesoría Jurídica de ICONA. Entre 1978 y 1982 ocupó la Jefatura del Servicio de Asuntos Constitucionales en la Dirección General de lo Contencioso del Estado y, tras estar dos años en la Asesoría Jurídica del Instituto Nacional de Hidrocarburos, pasó a la Secretaría General de Unidad Eléctrica, S.A. (UNESA), donde permaneció hasta 1996. Ha sido Consultor de la Comisión de la CEE, miembro del Comité Consultivo de la Comisión para la apertura de la contratación pública (1990-1993), y presidió el Grupo Jurídico Permanente de la Unión Internacional de Productores y Distribuidores de Electricidad y el Grupo Jurídico de la Agrupación Europea de Interés Económico de las Empresas Europeas del sector eléctrico. En mayo de 1996 fue nombrado Subsecretario del Ministerio de Economía y Hacienda, cargo que ocupó hasta ser designado Secretario de Estado de Defensa en mayo de 2000. En mayo de 2003 fue nombrado Comisionado del Gobierno para la participación de España en la Reconstrucción de Iraq, cargos que desempeñó hasta abril de 2004. Autor de libros como “Derecho de la Competencia en la Unión Europea” (1986); “Derecho de Sociedades en la Unión Europea” (1987); “Manual de Derecho de la Unión Europea” (1996); “El pensamiento social de Juan Pablo II” (1997); “Comentarios Constitucionales” (2003); y “El Estado Social” (2004).También es autor de más de cien artículos sobre materias constitucionales, administrativas y de Derecho comunitario europeo. En la actualidad desempeña las funciones de Abogado del Estado en la Abogacía del Estado ante el Tribunal de Justicia de la Unión Europea.
