Ha sido redactado por un equipo multidisciplinar de expertos compuesto por pedagogos y pedagogas, médicos/as, juristas, y personas con competencias en la formación en el ámbito del Deporte y su gestión a nivel municipal. Se fundamenta en experiencias reales ya realizadas con éxito en municipios de Sevilla, Andalucía, España y Francia, y que pretendemos generalizar en beneficio de todas las personas. Su discurso emana del mejor Humanismo europeo que hemos heredado. A partir de ahí preconizamos la práctica deportiva para Todos, promovida y organizada desde el municipio pensando en dignificar e higienizar la vida de los individuos y la sociedad. Hemos globalizado competencias científicas que son propias de las Ciencias del Deporte, de la Pedagogía Social, la Medicina y las Ciencias de la Salud, y el Derecho, para conseguir que el concepto de “Deporte para Todos” sea transferido de forma efectiva a toda la población, en especial a sus sectores más sensibles y desfavorecidos, mediante la participación y el protagonismo en ello de los gobiernos y corporaciones municipales. El discurso científico nos ha enseñado que la práctica del Deporte - competitiva o no- es un factor fundamental para… La educación y la vida de las personas. La salud individual y colectiva. La integración y la cohesión social. La prevención de la delincuencia. La lucha contra la obesidad entre niños y adultos. La práctica de la solidaridad entre toda la ciudadanía. La construcción de la democracia participativa. La higienización integral de la sociedad. La sana convivencia entre personas y colectivos humanos. Ello exige el compromiso activo de gobiernos y munícipes y representantes de la población. Sobre ellos, los responsables de tomar decisiones en un sentido u otro. Nos posicionamos en la línea antagónica al modelo en vigor en de “panem et circenses” que pretende relegar a los ciudadanos a un papel pasivo, consumista y socialmente inactivo. Es decir, el que sigue el paradigma ultra liberal y mercantilista que entiende que los servicios públicos deben ser privatizados y rentabilizados, y solo podrán ser accesibles a quien los pague. El concepto de Deporte no implica necesariamente el de COMPETICIÓN deportiva. Sin excluirla de nuestra la propuesta, urge revisar y cambiar local y globalmente en todos los ámbitos, el paradigma COMPETITIVO - que preconiza el discurso económico neoliberal en vigor - por el COLABORATIVO. En los municipios con mayor índice de práctica deportiva, las personas que están integradas en estructuras de deporte competitivo no suelen superar el 30% del total. Se trata de poner en relación de COMPLEMENTARIDAD conceptos disociados como “Deporte y competición” y “Deporte Espectáculo”, con los de “Deporte y Salud” y “Deporte para Todos”. Es una evidencia científicamente demostrada que el “homo Sapiens”, gracias a la ayuda mutua y a la habilidad de trabajar en equipo, evolucionó como especie y llegó a colonizar todo nuestro planeta. En ese sentido, cualquier municipio, cualquier profesor o, simplemente, cualquier persona desde su palmo cuadrado, puede ser un factor decisivo para impulsar ese cambio de paradigma. Es mucho menos costoso destinar los fondos públicos en la Educación Deportiva integral de toda la población que en sanidad, policías, reformatorios, cárceles y servicios sociales. Este “Manual…” tiene la vocación de ser una obra siempre inacabada que se completará periódicamente con las aportaciones de sus lectores y usuarios. Pretendemos enriquecer de forma permanente sus contenidos con ideas, sugerencias y experiencias de “Buenas Prácticas de Deporte para Todos” ya realizadas con éxito en cualquier lugar de Andalucía, España y del mundo, que se hayan realizado desde los municipios con el deseo dignificar e higienizar la vida las personas y de los colectivos humanos.
