The technology now exists, using off-the-shelf petroleum, mining, submarine, and nuclear equipment, to establish permanent manned installations within the sea floor that do not have any air umbilical or other connection with the land or water surface, yet maintain a normal one-atmosphere environment within. This presentation briefly reviews the past and present in-the-sea-floor mineral industry. The methods presently practical for direct access to and from permanent in-the-sea-floor installations are outlined, and the specific operations and types of tools indicated. Book excerpt: The study was initiated with the objective of examining the various concepts for one-atmosphere manned underwater structures in order to develop effective guidelines for use in selecting appropriate structures for a variety of missions. For the purpose of this study, structures are defined as the enclosed one-atmosphere environment in which man can operate. A structure may be a pressure hull resting on or suspended above the ocean floor, or it may be a habitable area within a tunnel or space below the ocean floor. The results of the study are contained in a three-volume final report. This, the first of the three volumes, summarizes the technical studies performed and presents the findings and conclusions resulting from the investigations conducted. (Author).

Volume III contains four appendices which comprise a description of the Categorical Analysis Approach taken in the development of a closed list of missions, a set of basic cost estimates upon which the cost analyses are based, and two reports from a contributing consultant and subcontractor. Book excerpt: The support of subsea oil and gas production operations involves the use of many underwater work systems. Divers can be used for support tasks in water depths to 300 m, but at more extreme depths operations become restrictively expensive and the efficiency of task performance is reduced. Remote controlled unmanned vehicles can replace the diver to a limited extent, performing inspection and maintenance tasks and supporting drilling opera tions. Operations in deepwaters performed by remote controlled vehicles and one man submersible vehicles, such as JIM and WASP, are more cost effective than the use of divers. The areas of operation of the more complex multi-manned submersibles and bells are today generally restricted to their use for diver lock-out operations, manned intervention to subsea enclosures and the deployment of other underwater work systems. Oil and gas exploration activity is being undertaken in progres sively deeper waters. In the North Sea, Shell have discovered a large gas accumulation off the Norwegian coast in 323 m water depth and B. P. have made oil finds West of the Shetlands in 500 m and West of Eire in 450 m. Exploration drilling is today being carried out in many areas of the world in water depths greater than 1000 m, i. e. Western Mediterranean, Offshore Argentina, Offshore Western Australia and in the Niger Basin, West Africa. The existing discoveries of Shell and B. P.
