Mawdudi was the first to develop a modern political Islamic ideology, and a plan for social action to realize his vision. The prolific writings and indefatigable efforts of Mawdudi's party, the Jamaat-i-Islami, first in India and later in Pakistan, have disseminated his ideas far and wide. His views have informed revivalism from Morocco to Malaysia. Nasr discerns the events that led Mawdudi to a revivalist perspective, and probes the structure of his thought, in order to gain fresh insights into the origins of Islamic revivalism. He argues that Islamic revivalism did not simply develop as a cultural rejection of the West, rather it was closely tied to questions of communal politics and its impact on identity formation, discourse of power in plural societies, and nationalism. Mawdudi's discourse, though aimed at the West, was motivated by Muslim-Hindu competition for power in British India. His aim, according to Nasr, was to put forth a view of Islam whose invigorated, pristine, and uncompromising outlook would galvanize Muslims into an ideologically uniform and hence politically indivisible community. In time, this view developed a life of its own and evolved into an all-encompassing perspective on society and politics, and has been a notable force in South Asia and Muslim life and thought across the Muslim world.

A global religious resurgence and calls for greater political participation have been major forces in the post-Cold War period. Across the Muslim world, governments and Islamic movements grapple with issues of democratization and civil society. Islam and Democracy explores the Islamic sources (beliefs and institutions) relevant to the current debate over greater political participation and democratization. Esposito and Voll use six case studies--Algeria, Egypt, Iran, Malaysia, Pakistan, and Sudan--to look at the diversity of Muslim experiences and experiments. At one end of the spectrum, Iran and Sudan represent two cases of militant, revolutionary Islam establishing political systems. In Pakistan and Malaysia, however, the new movements have been recognized and made part of the political process. Egypt and Algeria reveal the coexistence of both extremist and moderate Islamic activism and demonstrate the complex challenges confronting ruling elites. In this book, using rigorous analysis of survey data, in-depth interviews in schools and universities in Pakistan, historical narrative reporting, and her own intuitive understanding of the country, Madiha Afzal gives the full picture of Pakistan’s relationship with extremism. The author lays out Pakistanis’ own views on terrorist groups, on jihad, on religious minorities and non-Muslims, on America, and on their place in the world. The views are not radical at first glance, but are riddled with conspiracy theories. Afzal explains how the two pillars that define the Pakistani state—Islam and a paranoia about India—have led to a regressive form of Islamization in Pakistan’s narratives, laws, and curricula. These, in turn, have shaped its citizens’ attitudes. Afzal traces this outlook to Pakistan’s unique and tortured birth. She examines the rhetoric and the strategic actions of three actors in Pakistani politics—the military, the civilian governments, and the Islamist parties—and their relationships with militant groups. She shows how regressive Pakistani laws instituted in the 1980s worsened citizen attitudes and led to vigilante and mob violence. The author also explains that the educational regime has become a vital element in shaping citizens’ thinking. Book excerpt: Imagining Pakistan argues that the creation of Pakistan is a result of Muslim modernism in the Subcontinent, as it defined the struggle for identity, nationalism, and empowerment of Muslim communities. This modernist movement represented the ideals of inclusivity, equal rights, a liberal constitutional framework, and a shared sense of political community among diverse ethnic and regional groups. However, while this modernity was the ideal of Pakistan’s founders, it faced resistance from Islamists obsessed with recovering a past legacy of lost Muslim glory. A major threat to political modernism also came from the military that wanted to create a strong and secure Pakistan through ‘controlled’ democracy. Multiple interventions by the military and deviations from the foundational republican ideas left Pakistan in the rough sea of power struggles, causing institutional decay and creating space for the rise of radical Islam. Imagining Pakistan analyzes the institutional imbalance between the military and the civilian groups, the idea of the security state, and the Islamist social forces and movements that have been engaged in the politics of Islamic revival. It argues that Pakistan’s stability, security and progress will depend on pursuing the path of political modernity. Although the restoration of parliamentary democracy and the resilience of the Pakistani society are hopeful signs, resolving the critical issues that Pakistan faces today will require consolidation of democracy, better leadership, and a moderate and modernist vision of both, the state and the society.
