State support to community action, both technical and financial, appears to be the prerequisite to affirmative actions in harnessing and managing water resources at the village level in India. These are two important messages coming out of this research study. It also adds to the evidence that landless labourers and marginal farmers in India depend in a major way on common resources for their traditional livelihood activities and domestic uses. A significant revelation is the emerging undercurrent of competition between big and small farmers over the use of such resources and the apparent exclusion of social minorities, landless, and women in their management. The discussions on water markets and the unique state-specific case studies reflect that 'necessity and scarcity' induce people to organize themselves for creating greater availability of common water resources and sharing the benefits more equitably.

The price specification that accounts for the changing proportion of water users in each block yields a higher elasticity (-0. 47) compared to the spec ification ignoring this feature of the data. However, this difference is not found to be statistically significant, a result attributed to the low power of the test (small sample size limiting the accuracy of estimates). In conclusion, the paper provides a theoretically correct price specification for demand functions under block pricing and aggregate data. The empirical findings in the paper, however, are not conclusive and further empirical work using more data and alternative (nonlinear) demand functions, is needed to show the practical implications of the arguments put forward by the Martinez-Espineira's paper. Static empirical consumer demand functions estimated with aggregate data are well known to suffer form serial correlation and other statistical problems asso ciated with misspecified dynamics. These dynamics arise because consumers do not react immediately to a change in prices due to their largely predetermined lifestyle. In the case of demand for water, for example, current purchases can be largely predetermined due to commitments arising from past purchases such as swimming pools, bathtubs, dishwashing machines, etc. Muellbauer and Pashardes (1992) show that the autoregressive nature of consumer demand data can be cap tured in a theoretically consistent manner by incorporating intertemporal aspects of consumer behaviour in the model through habit formation and durability.

The demand for water resources is increasing mainly due to rapid population growth, industrialization and urbanization and dealing with water-related issues has been complex and challenging for sustainable growth. Whilst there are various efforts by national governments, non-government organizations and communities to effectively and efficiently utilize and manage water resources, there are few comprehensive studies in sub- Saharan Africa that show the impact of the efforts on poverty reduction. Although certain reports indicate that many SSA countries lack clear vision on how water use can be harnessed with pro-poor growth and how poor communities can be capacitated to use water for poverty reduction, there are little exhaustive studies that clearly show familiar and innovative water use and management interventions followed by communities, national governments and other stakeholders, and demonstrate the challenges and successes of the same. Cognizant of the knowledge gap, in 2012 OSSREA launched a research project on ordinary and innovative water use and management patterns and practices in SSA, with a view to generate new knowledge on unexploited opportunities that could enhance the contribution of water resources to poverty reduction. The river basin studied in Sri Lanka was the Deduru Oya river basin in the North Western Province of the country. This report contains the findings of the Deduru Oya basin study. The overall objective of the case study conducted in Sri Lanka was to help the government of Sri Lanka to improve the institutions managing scarce water resources within the frame work of integrated water resources management. This case study included a comprehensive assessment of the existing physical, socio-economic and institutional environment in the river basin and also the long term changes that are likely to take place.
