Book excerpt: In response to a congressional request, GAO reviewed the U.S. and Foreign Commercial Service's (US&FCS) foreign operations and progress in revitalizing U.S. export promotion efforts. GAO found that: (1) US&FCS was more responsive to overseas governments and businesses than the Department of State; (2) although the US&FCS budget remained constant, its program costs increased, resulting in staff reductions at overseas posts and reductions in some export promotion activities; (3) the level of participation by some small- and medium-sized business firms decreased because of the elimination of previous government subsidies that encouraged firms to exhibit their goods overseas, and the privatization of some events; (4) a 1980 reorganization of the International Trade Administration (ITA), along with a major realignment, resulted in a substantial number of new assistant-secretary-level positions, compartmentalization of trade activities, and a lack of coordination on trade events requiring joint efforts; (5) ITA had not established formal guidelines outlining various units' duties and responsibilities for planning and executing trade events; (6) the absence of central management authority resulted in poor event selection and inadequate support for some events; (7) overseas posts wasted time in planning and arranging events that were cancelled, resulting in continuous rescheduling; (8) US&FCS developed an automated trade information database with current marketing and trade information, and expected full implementation by February 1989, with costs totalling $39.9 million through 1993; and (9) the US&FCS trade information system would not be fully operational because it was in various stages of development and had many technical, management, and resource problems.

Book excerpt: Pursuant to a congressional request, GAO analyzed the availability, data quality, budget, and full-implementation potential of the U.S. and Foreign Commercial Service's (US&FCS) Commercial Information Management System (CIMS), a comprehensive, automated trade information database intended to help domestic businesses establish themselves in the export marketplace. GAO found that: (1) 83 of 169 US&FCS district offices and overseas posts had some CIMS operational capability; (2) US&FCS planned to install CIMS in all remaining offices by early 1990, although such installation required CIMS software and training, Department of State approval, and travel funds for oversight staff; (3) such hardware, software, and telecommunications problems as insufficient storage capacity, slow operating speeds, time-consuming update procedures, and limited quality of market research data have limited CIMS usage; (4) the Department of Commerce suspended plans to improve CIMS software in January 1989; (5) Commerce has spent about $39 million through the beginning of fiscal year (FY) 1989 on CIMS and its predecessor systems, and will require between $9 million and $13.5 million between FY 1990 and 1993 for CIMS support and program costs; (6) US&FCS staff reductions could hamper its ability to perform necessary extensive CIMS data input efforts; (7) Commerce planned to combine existing CIMS data with information from other agencies to establish the legislatively required National Trade Data Bank, although CIMS did not include information regarding tariffs, export financing, and barter and countertrade transactions; and (8) Commerce planned to commission independent technical and strategic reviews to assess CIMS technical design, project management, user support structure, future enhancements, costs, and field support.

Book excerpt: Pursuant to a congressional request, GAO reviewed personnel management issues at the International Trade Administration's (ITA) U.S. and Foreign Commercial Service (US&FCS), focusing on: (1) an update of its 1987 review; and (2) identifying new issues affecting services to U.S. businesses. GAO found that: (1) since 1987, US&FCS has improved its personnel management system by clarifying its assignment, selection, and evaluation policies and by requiring more detailed documentation on personnel activities; (2) US&FCS appeared to have resolved morale problems identified in the 1987 review and anticipated further management improvements under its new director; (3) US&FCS still needed to limit its use of tour curtailments, since it could offer no justification for granting 4 of 25 curtailments occurring between April 1987 and July 1989; (4) to correct continuing problems with tour extension practices, the current US&FCS director approved a new tour length policy in October 1989; (5) since 1987, US&FCS has reduced the number of non-career limited appointments overseas, from 40 to 9 appointees, but has not completely eliminated its practice of selecting non-career personnel over career officers; (6) US&FCS and ITA still lacked guidelines for their personnel exchange program; (7) US&FCS could not justify its procedures for converting two limited employees to career status and selecting them over higher-ranking candidates; and (8) the American Institute in Taiwan (AIT) did not have sufficient funding to comply with trade legislation requiring it to maintain commercial staff levels equivalent to US&FCS staff in South Korea.
