Book excerpt: This book explores the evolution of the 30 functioning multilateral development banks (MDBs). MDBs have their roots in the growing system of international finance and multilateral cooperation, with the first recognisable MDB being proposed by Latin America in financial cooperation with the US in the late 1930s. That Inter-American Bank did not eventuate but was a precursor to the World Bank being negotiated at Bretton Woods in 1944. Since then, a complex network of regional, sub-regional, and specialised development banks has progressively emerged across the globe, including two significant recent entrants established by China and the BRICS. MDBs arrange loans, credits, and guarantees for investment in member states, generally with the stated aim of fostering economic growth. They operate in both the Global North and South, though there are more MDBs focusing on emerging and developing states. While the World Bank and some of the larger regional banks have been scrutinised, little attention has been paid to the smaller banks or the overall system. This book provides the first study of all 30 MDBs and it evaluates their interrelationships. It analyses the emergence of the MDBs in relation to geopolitics, development paradigms and debt. It includes sections on each of the banks as well as on how MDBs have approached the key sectors of infrastructure, human development, and climate. This book will be of particular interest to researchers of development finance, global governance, and international political economy.

This Pivot takes inspiration from three unlikely sports heroes to create the proposed integrated approach to risk management competency development, bringing together three competency development concepts hitherto studied in isolation that are more comprehensive and more effective when combined. The author studies the integrated approach under three specific objectives. The concepts are first operationalized into 23 actionable indicators through literature reviews and experts’ reaffirmation. Then, the t-test and discriminant analysis are used to identify how banks across different demographic groups place different emphases on these indicators. Lastly, these indicators are summarized into key themes via factor analysis.

Book excerpt: We use loan-level data on syndicated lending to a large sample of developing countries between 1993 and 2017 to estimate the mobilization effects of multilateral development banks (MDBs), controlling for a large set of fixed effects. We find evidence of positive and significant direct and indirect mobilization effects of multilateral lending on the number of deals and on the total size of bank inflows. The number of lending banks and the average maturity of syndicated loans also increase after MDB lending. These effects are present not only on impact, but they last up to three years and are not offset by a decline in bond financing. There is no evidence of anticipation effects and the results are not driven by confounding factors, such as the presence of large global banks, Chinese lending and aid flows. Finally, the economic effects are sizable, suggesting that MBDs can play a vital role to mobilize private sector financing to achieve the goals of the 2030 Development Agenda.

Book excerpt: Global governance now provides people with recourse for harm through International Grievance Mechanisms, such as the Independent Accountability Mechanisms of the Multilateral Development Banks. Yet little is known about how such mechanisms work. This Element examines how IGMs provide recourse for infringements of three procedural environmental rights: access to information, access to participation, and access to justice in environmental matters, as well as environmental protections drawn from the United Nations Guiding Principles and the World Bank's protection standards. A content analysis of 394 original IAM claims details how people invoke these rights. The sections then unpack how the IAMs provide community engagement through 'problem solving', and 'compliance investigations' that identify whether the harm resulted from the MDBs. Using a database of all known submissions to the IAMs (1,052 claims from 1994 to mid-2019), this Element demonstrate how the IAMs enable people to air their grievances, without necessarily solving their problems.

Relying on firsthand knowledge, the authors show why development banks are worthy of the attention of community development activists, financial institutions that want to improve their performance, and policymakers trying to fix the financial system. Recent growth in private funding of community development has helped a new breed of financial institution to emerge. The growth and proliferation of these development banks can be the catalyst for a new financial system that more actively promotes community economic development. The authors describe the successes of a number of community development banks, such as South Shore Bank in Chicago, Northern Community Investment Corporation in Vermont, and Self-Help Credit Union in North Carolina. After describing the role of capital in community development, Parzen and Kieschnick present evidence that interventions in financial markets are required to promote such development. They explore the factors that contribute to or limit development bank effectiveness. Addressing the process by which those banks establish goals, the authors focus on how they come to terms with conflicts between serving their markets and surviving.
