It is a reminder that religious diversity does not automatically lead to sectarianism. Instead, as Makdisi demonstrates, people of different faiths, but not necessarily of different political outlooks, have consistently tried to build modern societies that transcend religious and sectarian differences.

Other societies exhibit some of the same pathologies—insufficient resources, high drop-out rates, feeble contributions to research and development, inappropriate skill formation for existing job markets, weak research incentive structures, weak institutional autonomy, and co-optation into the political order. But, it may be that the concentration of these pathologies and their depth is what sets the Arab world apart. Missions Impossible seeks to explain the process of policymaking in higher education in the Arab world, a process that is shaped by the region’s politics of autocratic rule. Higher education in the Arab world is directly linked to crises in economic growth, social inequality and, as a result, regime survival. Book excerpt: In the wake of the Ottoman Empire’s nineteenth-century reforms, as guilds waned and new professions emerged, the scholarly ‘estate’ underwent social differentiation. Some found employment in the state’s new institutions as translators, teachers and editors, whilst others resisted civil servant status. Gradually, the scholar morphed into the public writer. Despite his fledgling status, he catered for the public interest all the more so since new professionals such as doctors, engineers and lawyers endorsed this latest social role as an integral part of their own self-image. This dual preoccupation with self-definition and all things public is the central concern of this book. Focusing on the period after the tax-farming scholar took the bow and before the alienated intellectual prevailed on the contemporary Arab cultural scene, it situates the making of the Arab intellectual within the dysfunctional space of competing states’ interests known as the ‘Nahda’. Located between Empire and Colony, the emerging Arab public sphere was a space of over- and under-regulation, hindering accountability and upsetting allegiances. Turkish Kemalism and Israeli Zionism, in their efforts to push their people forward, accepted the narrative almost wholeheartedly, eradicating what they perceived as 'archaic' characteristics of their Jewish and Turkish cultures. Arab nationalists negotiated a more culturally schizophrenic approach to appeasing the colonizer's gaze. But so too, Samman argues, did the Islamists who likewise wanted to improve their societies. But in order to modernize, Islamists prescribed the eradication of Western contamination and reintroduced the prophetic stage that they believe - if the colonizer and their local Arab coconspirators hadn't intervened - would have produced true civilization. Samman's account explains why Islamists broke more radically with the colonizer's insult. For all these nationalists gender would be used as the measuring device of how well they did in relation to the colonizer's gaze.
