Book excerpt: This policy brief highlights findings from an annual review of how far states' work on standards has progressed over the years and a determination of how much work remains to be done. Information was collected from state departments of education and interviews with state officials. Since 1995 there has been a steady rise in all aspects of standards-based reform. The number of states with clear and specific standards has almost doubled in the past 5 years from 13 to 22. Virtually all states have currently aligned, or plan soon to align, their state testing programs with their standards efforts. In 1995, 33 states reported aligned tests; today, 49 states report test alignment. The consequences associated with standards have increased significantly. Thirteen states have promotion policies based in part on state assessment results. Graduation requirements tied to at least 10th-grade standards have been implemented in 14 states, and incentives for students to reach standards are now in place in almost half the states. In 1996 only 10 states focused on students struggling to meet the standards, but in 1999, 29 states concentrate on these students. Although serious incentives and consequences tied to standards are being established, states still need to provide more resources to help students at risk. (SLD)

This project explores state K-12 civic education policies and related requirements nationwide, as well as factors that shape K-12 civic education policies and practices in school districts and schools. The first two chapters of this report provide the national and state contexts for content standards in core subject areas, including civics; review state constitutional provisions and statutes that promote civic education; and examine how social studies standards, assessment, teacher certification, and other state policies build on these provisions and statutes. Recognizing the centrality of state standards, chapters 3 through 5 examine the extent to which the civics content in state standards promotes civic dispositions, civic intellectual skills, and civic knowledge, respectively. Chapters 6 through 11 examine several influences on civic education at the district level: standards; instructional materials; assessment; professional development; extracurricular and co-curricular activities; and individuals, organizations, and funding. Chapter 12 provides recommendations for developing sustainable state and school district civics commitments that ensure systematic attention to civic education in grades K-12. Has Title I promoted equity in schools among our nation’s low-income areas? To address these important issues, this volume draws on the proceedings of two national invitational conferences, sponsored by the mid-Atlantic regional educational laboratory, the Laboratory for Student Success (LSS) at Temple University Center for Research in Human Development and Education in 1999 and 2000. These conferences aim to provide research-based information on how Title I schoolwide programs affect teaching, learning, and student outcomes and to strengthen cost-benefits in Title I program implementation to assist students in high-poverty schools. The focus of the conferences is particularly timely in view of the upcoming Title I reauthorization and the recently enacted federal Comprehensive School Reform Demonstration (CSRD) initiative. Discussion at the conferences focused on enhancing our understanding of accountability, efficiency, and equity issues in Title I. More specifically, researchers at the two conferences: (a) highlighted findings from the National Study of Effective Title I Schoolwide Programs; (b) examined the effects of research-based comprehensive reform models in high-poverty schools; and (c) addressed cross-cutting issues such as the productivity of Title I programs, the use of technologies in the classroom, the role of the state in strengthening Title I programs, cost effectiveness of whole school reform, professional development, reading instruction, and parental involvement, which are important parts of the national educational reform agenda. Leading researchers, policymakers, and practitioners were commissioned to develop preconference papers to serve as a springboard for discussion at the conferences. These papers included an overview of the research base and patterns of governance and conditions that lead to effective implementation of Title I schoolwide programs. The papers were reviewed by conference participants before the conferences and were used to develop next-step recommendations for advancing the implementation of the Title I schoolwide provision.
