David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. Notwithstanding their massive importance for EU energy consumption, some energy carriers such as biomass and hydro are seen to be ‘deadlocked’ (Del Río Gonzaléz 2008, p.2917), while the promotion of wind power among EU member states is well researched. Hence, the case here shall be made for solar energy, with special reference to the promotion of photovoltaic (PV) power systems due to their suspected potential for further energy transitions in Europe. Being the ‘fastest growing power-generation technology in the world’ (REN21 2010, p.19), corresponding policy outcomes on the Iberian Peninsula will be illustrated and assessed. Rational policy-making aims at effective problem-solving strategies based on cost-benefit-calculations. Decisive is not which particular policy may in total terms maximize the outcome, but which one is optimal in relation to costs that accrue from this policy. The underlying question of rational choice theory thus is, why political decision-makers should prioritise a certain ‘path’ of policy-making over others. A rationale has thus always been assessed with regard to the effectiveness and efficiency towards a desired or intended political outcome. The Spanish and Portuguese National Renewable Energy Action Plans portray an adequate guideline for further analysis.

It finds that since the last IEA in-depth review in 2005, Spain has made significant progress in improving its energy policy. In Europe, the country is now leading in gas diversification and LNG development. Together with Portugal, it has set up the common Iberian electricity market, MIBEL, and has strong ambitions in developing it further. It has also become prominent in developing wind and solar energy technology, and succeeded in integrating large amounts of intermittent power in the electricity grid. Along with other IEA member countries, Spain has set ambitious climate and energy security targets. Achieving these will require a transition to a low-carbon economy. Spain will need to increase its efforts to reduce CO2 emissions, particularly in the transport but also the critical power sector. As fossil fuels still provide more than half of electricity, Spain will need to keep open all the options - including nuclear, renewables, and the technology of carbon capture and storage - for making its power sector less carbon-intensive. The country should also increase its efforts to limit peak electricity demand through energy efficiency. Spain has substantially de-regulated its electricity and gas tariffs, and developed a financial plan to end the large deficit that had built up under the previous tariff regime. Prices for many small electricity users, however, are still regulated and low enough to potentially distort the market. In addition, the still remaining subsidies for domestic coal production should be eliminated and replaced by direct social policy measures.
