It permits the user to vary assumptions about a broad range of qualitative and quantitative issues such as national fighting effectiveness, maximum combat intensity, air-ground interactions, etc. The model is also unique in its treatment of maneuver because it allows the attacker and defender to have explicit concepts of maneuver at corps level and above.

The adaptive simulation model, called the Force Agent, simulates ground, air, and naval warfare in both conventional and nuclear settings on a theaterwide or global basis. The two superpower agents, Red Agent and Blue Agent, utilize wakeup rules to examine the world situation. Third-country behavior is represented by another rule-based agent--Scenario Agent. This paper examines the relationships among the four agents from the system interface, database management, and system control perspectives. The paper also discusses how the RSAC system can be used to support both automated and interactive war games.

It also provides, for those following the program more closely: a summary of recent conceptual and technical progress, interim conclusions about the utility of RSAC methodology, a plan for future development, and references to more detailed RSAC publications. The project had two purposes: (1) to demonstrate that the operations and output of the RAND Strategy Assessment System (RSAS) could be calibrated to that of other models and games currently employed by CAD, and (2) to allow CAD to evaluate the utility of the RSAS for their purposes. This report outlines what was done in this effort, how it was done, and the degree to which the results were acceptable to CAD. RSAS proved valuable for many of CAD's assessments. In particular, the combination of analytic war plans and analyst plans used in this work proved quite flexible and robust in controlling and modifying scenario details during the course of the assessments. The most pronounced shortcoming of the RSAS from CAD's perspective is the underdeveloped state of the naval models. The work reported here also resulted in several improvements being made to the baseline RSAS system, including changes to graphics software, force data, and air warfare modeling.

This paper reviews the effort and discusses early RSAC experience with automated war gaming, which includes not only computerized force modeling and bookkeeping, but also automated decision making. The initial focus was on strategic forces. It became obvious that Rand also had to handle major conventional conflicts as well, since the use of strategic forces seemed most likely to escalate from theater conflict. Furthermore, most analysts felt that the outcomes of theater conflicts were critical to the outcome of the war even after the employment of strategic forces. Rand is therefore producing a simulation of integrated, global conflict, which assesses the capabilities of both conventional and nuclear forces in various contigencies. Rand also emphasized model flexibility that facilitates sensitivity testing of both military and political issues--providing the capability to answer a broad range of 'what if?' questions.
