Book excerpt: The main objective of this book is to identify the key sources of growth which have played a significant role in Africa's recent robust growth as well as its efforts towards economic transformation. The book assesses to what extent the existing macroeconomic frameworks among African countries have been streamlined to the countries' development priorities in order to achieve long-term growth and economic transformation. Taking into account the diversity of African countries, the authors establish the economic linkages between relevant macroeconomic policy variables and the key sources of growth and development among the selected African economies, based on both theoretical and empirical underpinnings. Following this, an outline of a macroeconomic framework for Africa’s long-term growth and economic transformation is suggested.

Book excerpt: 'These experienced economists use CGE modelling to analyse the consequences of significant contemporary economic and environmental policies in several Asia-Pacific countries and in Africa. This has not been done previously for several of the economies concerned. This path-breaking, economy-wide study assesses policies relating to agricultural development, trade and industrial development, energy, greenhouse gases and climate change. This readable book should appeal to a wide audience, including students, policymakers and researchers.' Clem Tisdell, University of Queensland, Australia The authors expertly reveal a model-based analysis of economic development and environmental issues with policy prescriptions for enhancing sustainable development. Within the last four decades, there has been a rapid deterioration in the quality of our environmental and natural resources, raising grave concerns about the sustainability of unbridled economic growth. In light of these concerns, the authors analyse a range of economic and environmental issues, and propose policy recommendations that would enhance sustainable economic growth. The book covers a variety of issues related to economic development, trade, energy and climate change, and focuses on countries in the Asia-Pacific region including Australia, Thailand, Papua New Guinea and Fiji. Managing Macroeconomic Policies For Sustainable Growth uniquely discusses aspects of the CGE modelling approach that will prove informative for academic researchers and postgraduate students in the areas of economic development and environmental policy. This original book will also appeal to policy analysts and policymakers in public and private institutions.

Book excerpt: Researchers have begun to apply economic techniques initially developed to analyse the industrialised countries to analyse North-South interactions in the world economy. This volume, derived from a CEPR conference, brings together theoretical and empirical papers on fiscal, monetary and trade linkages between the North and South. The papers use the advances in the use of the major macroeconomic models to simulate global and inter-regional interactions, and to analyse the implications for the South of macroeconomic developments in the North. They also examine international policy questions in a genuinely global context, and consider the design of policy packages for the Third World (aid versus trade, growth-oriented adjustment) in an empirical context. This volume provides a useful overview of the flourishing research area relating to interactions between North and South, and highlights areas where future research is needed.

Book excerpt: This technical note and manual (TNM) addresses the following issues: • Evaluating the full implications from the policies adopted to mitigate the impact of the COVID-19 pandemic on the economy requires a well-developed macroeconomic framework. This note illustrates how such frameworks were used to analyze Colombia and Cambodia's shock impact at the beginning of the pandemic. • The use of macroeconomic frameworks is not to infer general policy conclusions from abstract models or empirical analysis but to help policymakers think through and articulate coherent forecasts, scenarios, and policy responses. • The two country cases illustrate how to construct a baseline scenario consistent with a COVID-19 shock within structural macroeconomic models. The scenario is built gradually to incorporate the available information, the pandemic's full effects, and the policy responses. • The results demonstrate the value of combining close attention to the data, near-term forecasting, and model-based analyses to support coherent policies.

Book excerpt: What are the macroeconomic prospects for South Africa from 1994 until the new millennium? Two frameworks of macroeconomic modelling, associated with the World Bank and IMF, are used here to generate three scenarios, believed to represent the range of possible future directions of the South African economy. The study demonstrates that there is room for a developmental state, addressing the legacies of Apartheid such as poverty and inequality, within the confines of a stable macroeconomy. Although the scenarios produced may seem specific to South Africa, the methodology outlined is just as applicable to the policy-making process elsewhere. The IMF's Financial Programming and the World Bank's Revised Minimum Standard Model were central to many macroeconomic management studies of the 1980s, which focused on stabilization and structural adjustment. This study shows for the first time how they can be quantitatively applied and illustrates their strengths and weaknesses. Therefore, this volume can serve as a textbook in development economics courses. Moreover, the modelling skills acquired from this book will be equally relevant to those studying macroeconomic development and to government and aid practitioners involved in policy work.

Book excerpt: The sources of macroeconomic fluctuations in sub–Saharan African are examined by comparing the CFA franc countries with the non–CFA franc countries. External shocks, especially terms of trade shocks, appear to have a greater influence on fluctuations of output and the real exchange rate in CFA franc countries. This result does not appear to be associated with differences in the economic structure but may reflect the fixed exchange rate regime, which does not (partially) buffer these countries from external shocks. Macroeconomic fluctuations in non–CFA franc countries are similar to those in other developing countries, particularly in Latin America.
