The water resources of the Mekong region - from the Irrawaddy and Nu-Salween in the west, across the Chao Phraya to the Lancang-Mekong and Red River in the east- are increasingly contested. Governments, companies, and banks are driving new investments in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional 'development'. Their plans and interventions should provide some benefits, but also pose multiple burdens and risks to millions of people dependent on wetlands, floodplains and aquatic resources, in particular, the wild capture fisheries of rivers and lakes. This book examines how large-scale projects are being proposed, justified, and built. How are such projects contested and how do specific governance regimes influence decision making? The book also highlights the emergence of new actors, rights and trade-off debates, and the social and environmental consequences of 'water resources development'. This book shows how diverse, and often antagonistic, ideologies and interests are contesting for legitimacy. It argues that the distribution of decision-making, political, and discursive power influences how the waterscapes of the region will ultimately look and how benefits, costs and risks will be distributed. These issues are crucial for the transformation of waterscapes and the prospects for democratizing water governance in the Mekong region. Book excerpt: The recent stagnation of productivity growth in the irrigated areas of the Indo-Gangetic Plains of South Asia has led to a quest for resource conserving technologies that can save water, reduce production costs and improve production. The present synthesis of two detailed country studies confirmed widespread adoption of zero tillage (ZT) wheat in the rice-wheat systems of India's Haryana State (34.5% of surveyed households) and Pakistan's Punjab province (19%). The combination of a significant "yield effect" and "cost-saving effect" makes adoption worthwhile and is the main driver behind the rapid spread and widespread acceptance of ZT in Haryana, India. In Punjab, Pakistan, adoption is driven by the significant ZT-induced cost savings for wheat cultivation. Thus, the prime driver for ZT adoption is not water savings or natural resource conservation but monetary gain in both sites. Water savings are only a potential added benefit. ZT adoption for wheat has accelerated from insignificant levels from 2000 onwards in both sites. Geographic penetration of ZT is far from uniform, suggesting the potential for further diffusion, particularly in Haryana, India. Diffusion seems to have stagnated in the Punjab study area, and further follow-up studies are needed to confirm this. The study also revealed significant dis-adoption of ZT in the survey year: Punjab, Pakistan 14 percent and Haryana, India 10 percent. Better understanding the rationale for dis-adoption merits further scrutiny. Our findings suggest that there is no clear single overarching constraint but that a combination of factors is at play, including technology performance, technology access, seasonal constraints and, particularly in the case of Punjab, Pakistan, the institutional ZT controversy. In terms of technology performance, the relative ZT yield was particularly influential: dis-adopters of ZT reporting low ZT yields as a major contributor to farmer disillusionment in Punjab, Pakistan and the lack of a significant yield effect in Haryana, India. In neither site did the ZT-induced time savings in land preparation translate into timelier establishment, contributing to the general lack of a yield increase. Knowledge blockages, resource constraints and ZT drill cost and availability all contributed to nonadoption. This suggests that there is potential to further enhance access to this technology and thereby its penetration. The study highlights that in both Haryana, India and Punjab, Pakistan ZT has been primarily adopted by the larger and more productive farmers. The structural differences between the adopters and non-adopters/dis-adopters in terms of resource base, crop management and performance thereby easily confound the assessment of ZT impact across adoption categories. This calls for the comparison of the ZT plots and conventional tillage plots on adopter farms. ZT-induced effects primarily apply to the establishment and production costs of the wheat crop. Both the Haryana, India and Punjab, Pakistan studies confirmed significant ZT-induced resource-saving effects in farmers' fields in terms of diesel and tractor time for wheat cultivation. Water savings are, however, less pronounced than expected from on-farm trial data. It was only in Haryana, India that there were significant ZT-induced water savings in addition to significant yield enhancement. The higher yield and water savings in Haryana, India result in significantly Abstract vi higher water productivity indicators for ZT wheat. In both sites, there are limited implications for the overall wheat crop management, the subsequent rice crop and the rice-wheat system as a whole. The ZT-induced yield enhancement and cost savings provide a much needed boost to the returns to, and competitiveness of, wheat cultivation in Haryana, India. In Punjab, Pakistan, ZT is primarily a cost-saving technology. Based on these findings the study provides a number of recommendations for research and development in South Asia's rice-wheat systems.

Book excerpt: The performance of the International Food Policy Research Institutes (IFPRIs) research program that focuses on water resource issues is reviewed for the period 19942010 around the three themes that constitute the program: global modeling, river basin modeling, and institutions. The IFPRI water team has been involved in leading-edge research in a number of dimensions: it has focused on analysis at varying geographic scales; the work has been truly interdisciplinary by engaging economics with biophysical science and other social sciences; and research outputs have been innovative in advancing institutional analysis and water pricing and in policy measures addressing the complexities of water supply management. In the research tasks, IFPRIs water team actively collaborated with a wide range of researchers from within the CGIAR network, national research institutes, and universities. Within the team, a largely stable group of leaders has been responsible for the professional development of a substantial cohort of junior staff who have moved onto successful careers elsewhere. The output of the program has been prolific and prominent in academic, policy, and development communities. The approach taken is to review selected publications from the themes; assess the quality of the journals in which papers have been published; and evaluate the performance, on average, of researchers in the program. In addition, surveys of stakeholders were carried out, and three specific projects were subjected to detailed review. The assessment demonstrated the high regard in which the program research outputs and researchers are held. The IFPRI water team has been remarkably productive throughout the 16 years considered, working on issues that are of high relevance to policy and producing work that has largely been cutting edge. However, impacts generated by individual projects were not consistently or readily identifiable. To maximize the benefits of this performance and to overcome challenges associated with securing more outcomes, this report recommends that a more coordinated approach be taken to develop the research project portfolio. This would involve better targeting of projects to policy objectives through a more systematic review of research demand forces and improved integration of research work with policy development processes. The latter in particular requires the development of a sense of research project ownership within the policy circles the research is designed to influence. More effort in the development of in-country research partnerships can aid this process as local researchers can act as champions within local policy circles. Where government agencies have a research function, their integration into the partnerships is recommended. Avoidance of completing research projects in a policy vacuum is critical but requires both advanced planning of each research project as well as constant adaptation of the work plan to (often rapidly) evolving policy contexts. To achieve project impacts beyond the immediacy of the specific case study context, a more targeted and coordinated publication strategy should be developed in light of changing publication technology. Project webpages within the IFPRI website, with readily downloadable reports, are useful during the implementation of each project and more formal papers should be targeted for publication in high-impact factor technical journals with parallel papers prepared for more policy-oriented journals that have high circulations.

Book excerpt: Despite the importance of Southeast Asia (SEA) region in the world for economy and agriculture, and despite reported evidence of the modernization of various aspects of the agricultural sector, the information has not been compiled in ways that provides more representative insights of the regions, as well as chronological, dynamic perspectives across different aspects of the overall agricultural developments. This report partly fills this knowledge gap by summarizing the key characteristics in SEA region of the agricultural development, as well as changes in related outcomes, such as nutrition, natural resource endowments, and the labor movement into non-farm economies. In doing so, the report gathers secondary cross-country data on key aspects of the agricultural modernization and diversification. Overall, the SEA region has seen a relatively fast movement of labor out of the agricultural sector into non-farm sectors including trade, restaurants and hotel industries in the last few decades, leading to higher labor productivity growth than land productivity growth. Despite the important roles of trade, the agricultural production within the region and in each country continues to account for important sources of food and nutrition. The modern production technologies and inputs have spread constantly within the region, but with considerable time lags across countries. The growth of vegetable oils and aquaculture production have been considerable, and contrast with South Asia (SA)where similar patterns have been observed for vegetables and milk production. The public sector has played important roles in agricultural research and development (R&D)on genetic improvements, and infrastructure development, while keeping the nominal assistance to the sector through market interventions to a relatively modest level, which has been accompanied by the significant growth of the private-sector participation in the provisions of inputs, services and agricultural finance. The agricultural modernization in SEA region has, however, been also associated with some negative outcomes, including continued degradation of natural resources like water and forest areas in which SEA has been relatively rich historically, and gradual increases in certain types of malnutrition including overweight and diabetes.
