Macht braucht, wenn sie dauern will, ein sittliches Überzeugungssystem, das die freiwillige Folgebereitschaft der Machtlosen legitimiert, und umgekehrt. Moral braucht, wenn sie wirksam sein will, machtgestützte Sozialisationsinstanzen.“ Wie in dem einleitenden Zitat bereits dargestellt, braucht Moral ein effektives Mittel zur Durchsetzung. Die Macht. Andererseits ist Macht nur dann legitim, wenn sie durch ein moralisches Fundament Akzeptanz bei den Beherrschten erzeugt. Sonst ist Macht nur illegitime Unterdrückung. Betrachtet man aber den Widerstreit und den Zusammenhang dieser beiden Begriffe im Licht eines ganz besonderen Berufes; der des Offiziers; so kann man eine weitere Ebene aufdecken. Verantwortung und Gewissen. Diese Arbeit wird sich mit den Begriffen Macht und Moral beschäftigen, mit Blick auf die Profession des Offiziers und so versuchen die Diskussion der ethischen Forschung um eine weitere Facette zu bereichern. Macht und Moral; Verantwortung und Gewissen; ihr Gegensatz, ihrer gegenseitigen Bedingung, vor allem aber welche Rolle diese Begriffe spielen, bei der Betrachtung des Offizierberufs unter den besonderen Gegebenheiten und eventueller Dilemmata im Auslandseinsatz. Da der Offizier als einzelner Soldat mit dem Recht auf freie Gewissensentscheidungen, gleichzeitig aber auch als Verantwortung tragender Menschenführer im Ausland seinen Dienst tut, wird im Besonderen ein Augenmerk auf den Konflikt von Verantwortung und Gewissen gelegt werden. Hierbei gilt es die militärische Berufsethik, als Werkzeug der Hilfestellung zu beleuchten.

Bei öffentlichen Auftritten äußerte Gerhard Schröder immer wieder, dass es für ihn eine moralische, eine ethische Frage sei, ob deutsche Soldaten am Irak Krieg beteiligt sein sollen oder nicht. Und er entschied sich gegen ihre Beteiligung. Es ist jedoch fraglich, ob Gerhard Schröder sich aus wahltaktischen Gründen, die nichts als den Machterhalt im Auge haben, oder tatsächlich aus seiner inneren Überzeugung für ein solch klares „Nein“ entschied. Dies lässt sich nicht klären. Tatsache ist, dass Gerhard Schröder von den Wählern im Amt bestätigt wurde - auch, weil sie seine Überzeugung von einer Politik ohne Waffengewalt teilten, oder diese sie beeindruckte. Ob und wie Ethik und Moral in der Politik überhaupt eine Rolle spielen ist eine Frage, der sich bereits Max Weber in seiner Rede „Politik als Beruf“ und Robert Michels in „Masse, Führer, Intellektuelle. Politisch soziologische Aufsätze“ stellen. „Wie aber steht es mit der wirklichen Beziehung zwischen Ethik und Politik? Haben sie, wie man gelegentlich gesagt hat, gar nichts miteinander zu tun“? (Weber: 67). Ihre Antworten fallen unterschiedlich aus. So ist es Ziel dieser Arbeit, die unterschiedliche Bedeutung, die Max Weber und Robert Michels der Überzeugung eines Berufspolitikers von ethischen und moralischen Prinzipien beimessen, herauszuarbeiten. Hierzu bedarf es in einem einführenden Kapitel zunächst der abstrakten Begriffsklärung von Ethik und Moral, losgelöst von der Auffassung beider Wissenschaftler. There are quite divergent philosophical, economical, sociological, psychological and politological contributions. Sometimes the disciplinary boundaries impede theoretical progress. On the other hand it is an indication for the high complexity of the subject that so many divergent paradigms compete with one another, or - what is worse - live separately in a kind of splendid isolation. Decision theory in the broader sense, embracing the theory of games and collective choice theory, can help to understand practical reason in philosophical analysis. But there are interesting aspects which cannot be dealt with adequately within a decision-theoretic conceptual framework. To have both of these convictions justifies to neglect dis ciplinary boundaries and poses a problem for the orthodoxies of either sides. All the essays of this volume focus on the relation between economic rationality and practical reason and discuss different aspects of the same problem, i. e. a basic deficiency in the standard economic theory of practical rationality. But philosophical analysis would not be of much help if it just rejected the economic paradigm. It must rather help to integrate economic aspects into a broader view on practical reason.
